    About the city:

    Harare is the capital city of Zimbabwe. The city is named after an African tribal chief who led the Zimbabwean people's struggle against the British in 1890. Harare is the largest city in the country and its cultural and industrial center. It is home to many cultural and educational institutions.

    On January 11-20, 2025, a delegation from the Republic of Zimbabwe headed by Daniel Garwe, Minister of Local Government and Public Works, visited the Republic of Tatarstan. The delegation included the Mayor of Harare, Jacob Mafume. On January 15, at the Kazan City Hall, a meeting of the delegation with representatives of the Kazan City Hall took place, at which Kazan’s experience in the field of trade, improvement of public spaces, and personnel policy was presented. On January 16, a meeting was held between the Mayor of Kazan, Ilsur Metshin, and the Mayor of Harare, Jacob Mafume. The heads of the two cities discussed cooperation in various areas of the urban economy.

    About the city:

    Hangzhou is the capital of Zhejiang Province, located in eastern China. Hangzhou is a transportation hub, a center of textile industry. Engineering, metalworking, chemical, glass, jute, paper, tea-making, and pharmaceutical industries are developed in the city. There is a production of electronics and building materials, traditional handicraft production.

    Xihu Lake, located on the list of UNESCO World Heritage Sites. The city since 2005 is officially called the "Tea Capital of China". Hangzhou is home to the headquarters of more than 20 cutting-edge IT enterprises, including Alibaba, NetEase and Hikvision. In 2016, the G20 summit was held in Hangzhou.     On May 4, 2023, a music teleconference was held in honor of the celebration of the anniversary of twinning relations. It united Kazan children's music school №16 named after Lundstrem and Hangzhou Higher Music School №4. The musical express «Childhood Melodies of two cultures: Kazan-Hangzhou 2023» was timed to coincide with the International Jazz Day. The teleconference brought together more than 100 young musicians, their teachers, as well as representatives of the municipalities of the two cities.

    On June 21-23, 2024, a delegation from Hangzhou headed by Ms. Wang Wenshuo, Deputy Director of the Publicity Department of CPC Hangzhou Municipal Committee, visited Kazan to participate in the International Forum of the BRICS+ Cities.

    A team of chess players from the city of Hangzhou took part in the chess tournament within the framework of the II International Forum “SPROUTS: Russia and China - Mutually Beneficial Cooperation”, which was held on November 14-15, 2024 in Kazan and took 1st place in the team competition.

    About city:

    Qiqihar is the second largest city in China's Heilongjiang Province and one of the oldest cities in North-Eastern China. It was one of the first Chinese cities to actively develop industry. The city's economy is based on metallurgy and heavy engineering.

    Qiqihar is popularly known as the «City of Cranes», which attracts thousands of tourists from all over the world.

    In 2017, in the Kazan City Hall, there was a meeting of representatives of the Kazan Executive Committee with the delegation members from Qiqihar. During the roundtable, the parties discussed aspects of cooperation in tourism, sports and education, as well as the possibility of establishing twin-city relations.

    On 17 June 2022, a 6-party agreement between Kazan, Ekaterinburg, Ufa, Khabarovsk and the Chinese cities of Guangzhou and Qiqihar was signed. The meeting was organized via videoconference between the cities of Russia and China.

    On 21 September 2022, Sun Heng, Vice-Mayor of Qiqihar, made a report at the Mayors' Round Table «Digital Transformation of City Management», which was held as part of the International Forum Kazan Digital Week - 2022 in Kazan.

    On 21 April 2023, the online chess competition «Friendship of Peoples» was held. It united teams from Kazan, Ufa, Khabarovsk, Yekaterinburg, Guangzhou and Qiqihar. It was the first cooperative event after the signing of the six-party agreement between the cities of Russia and China in 2022, and was aimed at strengthening friendly relations. It was organized by the administration of Ufa.

    Sun Heng, a Vice-Mayor of Qiqihar  took part in the event «United Cities Forum» (UCF), which was held on 7-8 September 2023 in Kazan in the framework of the International Forum «SPROUTS: Russia and China - Mutually Beneficial Cooperation». A team of chess players from Qiqihar took part in a chess competition as a part of the Forum.

    On the 1st of November 2023, an online roundtable meeting of the protocol of intent participants between the cities of Kazan, Yekaterinburg, Ufa, Khabarovsk, Guangzhou and Qiqihar was held. Mr. Han Fangbao, the Head of the Foreign Affairs Office of Qiqihar City, participated in the event.

    The Qiqihar delegation took part in «Kazanysh», the International Architecture and Construction Forum, which was held in Kazan on December 5-7, 2023.

    From May to June 2024, an exhibition of the urban landscape “Six Cities of Two Countries” of China and Russia was held in Qiqihar, timed to coincide with the 2nd anniversary of the signing of the “Protocol of Intent on Cooperation between the Six Cities.” To participate in the photo exhibition, 12 photographs of the main attractions of the capital of Tatarstan were sent to Qiqihar.

    Deputy Head of Education Department of Qiqihar City Wang Kuan took part online in the session “School Exchanges as a Key for Intermunicipal Cooperation” within the framework of the II International Forum “SPROUTS: Russia and China - Mutually Beneficial Cooperation”, which was held on November 14-15, 2024 in Kazan. A team of chess players from the city of Qiqihar took part in a chess tournament as part of the Forum.

    Deputy Mayor of Chelyabinsk for Economic Development and Investments Igor Postnov, as well as representatives of the Chelyabinsk administration visited Kazan on September 22 - 24, 2022.     About the city:

    Chengdu is the capital of Sichuan Province, located in southwest China. Chengdu is a global transport and economic center. For its rich natural resources, mild climate and abundance of cultural and historical sights, Chengdu is called "Paradise on Earth"; it's a historic city with a 3000-year of history. A symbol of luxury and wealth, brocade is still on the basic list of products produced in the province: Chengdu's second name is "Jincheng" (Brocade City).     Active exchange of official delegations. A representative of the Executive Committee of Kazan was sent for free training in Chengdu under their partnership exchange program.

    Representatives of Kazan took part in the First International Innovation Forum of mayors of partner and twin cities of Chengdu on the invitation of the administration of the Chinese city. There is an agreement between the Kazan Zoobotanical Garden and the Chinese Natural Reserve of the Great Pandas on the exchange of specialists.

    In August 2018, students of schools of the Russian Federation participated in the China Girls Mathematical Olympiad (CGMO) in Chengdu. According to the results of the competition, Anna Sedova, a student of KFU IT Lyceum, became the winner.

    On April 21-25, 2019, a delegation from Kazan Federal University visited the People's Republic of China (Chengdu, Zigong) at the "One Belt, One Road" International Education Forum.

    On September 19, 2019, KFU signed an agreement with Chengdu Weiming Beida high school.

    On May 27, 2020, Mr. Jiang Bin, head of the Office of Foreign Affairs of the Chengdu City People's Government, sent a video greeting on the 100th anniversary of TASSR.

    On September 23, 2020, Mr. Wang Pingjiang, Vice Mayor of Chengdu City, made a speech in the online format «Traffic Management System» at the Smart City Mayors' Round Table within the International Forum Kazan Digital Week 2020.

    From February 15 to May 15, 2021 in cooperation with the Secretariat of the World Organization "League of Historic Cities" in the framework of the 17th World Conference of Historic Cities in Kazan was held the International Online Children's Drawing Contest "I see the world: traditions of the peoples of the world". The participants were children aged 9 to 13 years old, among the winners were pupils from Chengdu.

    The representatives of Chengdu took part in the 17th World Conference of Historic Cities "Historical and Cultural Heritage as the Basis of National Cultural and Local Identity", which was held in Kazan on June 24-26, 2021.

    In December 2021, the Deputy Mayor of Kazan Evgenia Lodvigova made a report at the Forum on the occasion of the 5th anniversary of the signing of the agreement between Sichuan Province and the Republic of Tatarstan, which was attended by the President of the Republic of Tatarstan Rustam Minnikhanov, the Governor of Sichuan Province Mr. Huang Qian, the Mayor of Chengdu and others.

    On January 25, 2022, an online conference between Chengdu and its Russian sister cities was held. The conference was devoted to the issues of further cooperation between the cities, also the prospects of interaction were defined and cooperation plans for 2022 were outlined. Representatives of the Kazan City Duma took part in the conference.

    In 2022, 10 children's choral groups from Kazan participated in the 6th International Festival "Children's Choral Singing Week" held in the partner city of Chengdu in an online format. The main goal of the festival is to develop children's and youth creative and cultural exchanges, joint events and master classes.

    On September 21, 2022, representatives of Chengdu participated in the Mayors' Round Table "Digital Transformation of City Management", which was held as part of the International Forum Kazan Digital Week - 2022 in Kazan.

    On February 14, 2023, students from secondary school No. 9 in Kazan held an online meeting "Let's Get to Know Each Other: Customs and Traditions of the Tatar People" with students from secondary school No. 2 in Chengdu, Lunquan Province (China). The event is held within the framework of the Year of National Cultures and Traditions announced in Tatarstan. About 100 people from Russia and China took part in the teleconference.

    On May 16, 2023, a videoconference between schoolchildren from Kazan and Chengdu was held, organized by Kazan High School No. 9. The students made and showed short films about their school days and holidays, as well as communicated in a question-and-answer format.

    Jiang Bin, head of the Foreign Affairs Office of Chengdu People's Government, took part in the United Cities Forum (UCF), which was held on September 7-8, 2023 in Kazan as part of the International Forum "SPROUTS: Russia and China - Mutually Beneficial Cooperation".

    The representative of Chengdu Zeng Liang took part in the International Architectural and Construction Forum "Kazanysh", which was held on December 5-7, 2023 in Kazan, making a report on global trends in master planning of territories.

    In 2024, Kazan pupils from secondary school No. 9 prepared and sent a creative congratulation on the Spring Festival to their twin city Chengdu in video format.

    Representatives of Chengdu visited the Kazan Pavilion at the World Youth Festival in Sochi, which took place on March 1-7, 2024.

    About the city:

    Eskişehir is a large city in the north-west of Turkey. At the beginning of the 14th century, the city served as the third capital of the Ottoman Empire, and today it is the administrative center of the province of Eskişehir. Translated from Turkish, its name literally means «Old Town». The image of Eskişehir combines both antiquity and modernity, which only complement each other and create a harmonious picture. Its ancient Odunpazary district has become a true embodiment of centuries-old history. According to the decision of the Summit of the Heads of the Turkic-speaking states, in 2013 Eskisehir became the «Cultural capital of the Turkic World».

    About city:

    Yalta is situated on the shore of the eponymous of the Black Sea gulf in the south of the Crimean Peninsula. The city is located in valleys of two small rivers Derekoyka and Uchan-su on the hills encircled by the Crimean Mountains.

    Surroundings of Yalta were inhabited in ancient times by taurians – indigenous people of Crimea. It is believed that the first settlement here was founded by the Greeks in Antique times. The current name of the city most likely came from the Greek «Yalita» which means «coastal».

    The date of foundation is considered to be 1154, when in Middle Ages there was a settlement of merchants from Venice who were replaced by the Genoese. In the second half of 15th century, Yalta was invaded by Turks and included in the Ottoman Empire. Then settlement became a part of the Crimean Khanate.

    In 1783, the Crimea was annexed to the Russian Empire. Yalta was a small fishing village. Everything changed under command of Governor-General Mikhail Vorontsov, who distributed lands on which nobles started to build sumptuous estates. In 1838 Yalta received a city status. After Crimean War Yalta became one of the most popular resorts of the Russian Empire.

    In the end of 19th century an embankment, water supply and sewerage were built here. After the Civil War the majority of palaces in Yalta were in disarray. From 1941 to 1944 Yalta was in German occupation. In the February of 1945 in the Livadia Palace Conference of the Allies was held. After the end of the war, Yalta became considered as the main resort of the Crimea retaining this status so far.

    From July 16 to September 12, the All-Russian «Yalta 2019» project was held in Yalta, on the territory of the «Yalta–Intourist» hotel complex. In total, 320 participants from 19 regions of the country took part, including 44 people representing student team of Tatarstan. The student detachment «Bars», which belongs to the Headquarters of the student team of KSUAE, became the winner in the nominations: The best team in terms of set of indicators and the Best team in terms of production indicators.

    The delegation of Yalta, led by the Head of the Yalta City Administration, Yanina Pavlenko, took part in the event «United Cities Forum», which was held on September 7-8, 2023 in Kazan within the International Forum «SPROUTSI: Russia and China - Mutually Beneficial Cooperation». The Head of the Yalta City Administration, Yanina Pavlenko, made a presentation at the session «Preservation of historical heritage as the basis of the identity of a modern city». Within the framework of this Forum, an agreement on inter-municipal cooperation was signed between the cities of Kazan and Yalta.

    On October 27, 2023, the World Council of the international organization “United Cities and Local Authorities” was held in the Turkish city of Konya, in which the Mayor of Kazan Ilsur Metshin and the deputy head of the capital of the Republic of Tatarstan Evgenia Lodvigova took part, and as part of the event, Yalta was accepted into the Eurasian branch of UCLG.

    On June 21-23, 2024, the assistant of the Head of the Yalta City Administration Lyubov Gribkova visited Kazan to participate in the International Forum of the BRICS+ Cities. 

    On the night of August 17-18, 2024, participants from Yalta took part in the "Night Bike Fest" in Kazan.

    Teams of chess players from the city of Yalta took part in the chess tournament within the framework of the II International Forum “SPROUTS: Russia and China - Mutually Beneficial Cooperation”, which was held on November 14-15, 2024 in Kazan.

    About the city:

    Yakutsk is the world’s largest city built on permafrost. It is the capital of the Republic of Sakha. The region is rich in natural resources: gold, diamonds, oil, gas, and many precious stones and minerals are mined here. It is a major cultural regional center, the uniqueness of which determines the diversity of its population. The city has a high scientific, educational, cultural and economic potential. There is a mammoth museum, where the thousand-year-old remains of this ancient animal are on display. The State Museum of History and Culture of the Peoples of the North also contains fossils fr om the Ice Age, including mammoth and rhinoceros skeletons.

     Joint events, contacts:

    Since 2006, the city of Yakutsk is a member of the Eurasian branch of the World Organization United Cities and Local Governments, the headquarters of which is located in Kazan, and take an active part in all activities of the organization.

    The meeting of the UCLG was held in Yakutsk in June 2014 as part of the international conference "Cities and People: Civic Initiatives - a Formula of Mutual Trust", with the Mayor of Kazan Ilsur Metshin taking part in the events.

    In December 2017 there was a business mission of Yakutsk entrepreneurs to the city of Kazan. The aim of the event was to share experiences, build relationships and find business partners. As a result of the business meeting an agreement on cooperation was reached and several contracts were signed.

    On September 23, 2020, Head of the Urban District Yakutsk City Saardana Avksentyeva spoke at the Mayors’ Round Table of Smart City within the International Forum Kazan Digital Week-2020 with a report on "The progress of the pilot project to digitalize the urban economy Smart City in the Urban District Yakutsk City".

    During the Interregional Forum "Yakutia-Tatarstan", which was held during the Days of Yakutia in the Republic of Tatarstan on June 8, 2021 in Kazan City Hall an agreement on inter-municipal cooperation between Kazan and Yakutsk was signed.

    Also as part of the Days of Yakutia in the Republic of Tatarstan, a meeting was held between official representatives of the cities of Yakutsk and Kazan. Guests learned about the experience of the capital of Tatarstan on the development of the transport system and the improvement of public spaces. The meeting was attended by Evgeniya Lodvigova, Deputy Head of Kazan City Municipality, Albina Rafikova, Secretary of Kazan City Duma, Igor Kulyazhev, Deputy Head of Kazan Executive Committee, M. Khisamutdinov, Acting Chairman of Transportation Committee, Guzel Mingazova, Acting Chairman of Economic Development Committee, Ilsiyar Tukhvatullina, Chief Architect of Kazan, Head of International and Intermunicipal Relations Department of Kazan City Council Ruslan Galiakhmetov, Head of Yakutsk Urban District Evgeniy Grigoriev, Chairman of Yakutsk City Duma Albert Semenov, Advisor of Yakutsk Urban District Head Semen Sergeev, Head of External Relations and Investment Projects Implementation Department of Yakutsk Administration Vladimir Arzhakov and others.

    Representatives of Yakutsk took part in the 17th World Conference of Historic Cities: "Historical and Cultural Heritage as the Basis of National Cultural and Local Identity. Ruslan Timofeev, Deputy Head - Head of the Office of the District Administration of Yakutsk, made a report at the plenary session "Ethnic Harmony within a Big City".

    The Government of the Republic of Sakha (Yakutia) together with the Eurasian branch of the World Organization United Cities and Local Governments, headquartered in Kazan, held the VIII Congress of Local Authorities of Eurasia on June 24-25, 2021 in the city of Yakutsk. The Healthy Dialogue for Sustainable Development Congress brought together mayors and representatives of local and regional governments, as well as international organizations.

    In 2021, a delegation from Yakutsk visited the Committee on Transport and municipal unitary enterprises of urban passenger transport in Kazan to exchange experiences.

    Representatives of the Kazan participated in the celebration of the Days of the Republic of Tatarstan in the Republic of Sakha (Yakutia) on June 23-25, 2022.

    On June 25, 2022, on the main venue of the Yakut folk festival Ysyakh within a gastronomic festival "Tasty Kazan" was held the framework of the Days of the Republic of Tatarstan in the Republic of Sakha (Yakutia), representing the gastronomic diversity of Kazan, based on the rich national and cultural traditions of not only Tatars, but also other peoples. Yakutia was able to taste dishes in five themed houses, wh ere Kazan's major restaurateurs presented five different concepts of local cuisine. In addition, for the President of the Republic of Tatarstan Rustam Minnikhanov and the Head of the Republic of Sakha Aysen Nikolaev, was held a master class on cooking kystyby.

    In order to study the experience of creating and operating public spaces in Kazan, a delegation from the Municipal Autonomous Institution «Public Space Management Cente» of Yakutsk, headed by the director Viktor Obutov, visited Kazan on August 9-13, 2022.

    On September 19-24, 2022 representatives of Yakutsk city visited Kazan to take part in the Mayors' Round Table «Digital transformation of management in the city» in the framework of the International Forum Kazan Digital Week - 2022, and to get acquainted with the work of the Executive Committee of Kazan, including the field of digitalization of municipal services.

    In 2022, within the framework of the Agreement on Cooperation in Education between the Municipal Educational Budgetary Institution «Yakutsk City National Gymnasium named after Chiryaevs» and the Municipal Educational Budgetary Institution «Gymnasium No. 27 with the Tatar language of instruction» of the Vakhitovsky district of Kazan held pedagogical readings on current problems of educational systems development, joint competitions, exchange of educational materials, as well as joint projects with students of the two educational organizations.

    On May 25 - 26, 2023, representatives of the Yakutsk City Administration took part in the Eurasian training «Eurasian Cities and Global Trends» held in Kazan.

    On 29 January - 1 February 2024, in order to study the innovative experience of educational institutions of Kazan, a delegation of heads of municipal educational institutions of Yakutsk city visited Kazan.

    A team of chess players from the city of Yakutsk took part in a chess tournament within the framework of the II International Forum “SPROUTS: Russia and China - mutually beneficial cooperation,” which was held on November 14-15, 2024 in Kazan.

    November 26 - December 1, 2024, representatives of the Committee for Tourism Development of Kazan visited Yakutsk to participate in the “Winter Begins from Yakutia” festival and presented the tourism and gastronomic potential of the city of Kazan, organized a master class from Kazan chefs.

    In 2024, within the framework of agreements on cooperation in the field of education dated October 22, 2019, March 15, 2023, Yakut City National Gymnasium named after A.G. and N.K. Chiryaevs" of Yakutsk and the Gymnasium No. 27 with the Tatar language of instruction named after Khadi Taktash of the Vakhitovsky district of Kazan held joint competitions, exchange of educational materials, a meeting with teaching staff, and online seminars.

    In 2024, as part of an agreement on cooperation and partnership within the framework of a long-term consortium for the development of school engineering and technological education in the Russian Federation dated September 28, 2020, cooperation between Lyceum No. 35 - the educational center "Galaxy" of the Privolzhsky district of Kazan with the Sakha Polytechnic Lyceum of Yakutsk, National Gymnasium "Ayyy Kyat" of Yakutsk" and Secondary school No. 21 of Yakutsk.

    On June 11-14, 2025, celebrations dedicated to the XXV Federal Sabantui were held in the city of Yakutsk. The events were attended by the Rais of the Republic of Tatarstan Rustam Minnikhanov.
