In Kazan 12 mortgaged housing constructions were transferred to escrow account

25 objects have been applied for project finance to banks, but the construction of some of them will continue under the old system.

(KZN.RU, July 30, Alsu Safina). For today in Kazan 12 mortgaged housing constructions were transferred to escrow account. 25 objects have been applied for project finance to banks, but the construction of some of them will continue under the old system. Today it was reported it at the meeting with builders. Azat Nigmatzyanov, the first deputy head of the Executive Committee, held the meeting along with Ilshat Gimaev, the deputy minister of Construction, Architecture and Housing and Communal Services of the RT.

We will remind that the changes in the federal legislation about participation in the construction of multi-room houses were introduced in Russia. A new outline which begins to act this year, assumes transition of builders from the contracts of shareholders to project finance, and the shareholders’ funding will be transferred to escrow account of authorised banks. Their funding will be stored up to ending of the house construction, only after that the builder will be able to receive them. The builders will contract houses due to proceeds of credits. Such changes could secure shareholders and to minimise their risks of purchase construction housing accommodation.

Azat Nigmatzyanov informed that as at July 1 in the capital city of Tatarstan due to financial resources of shareholders 118 objects by the common area of 2,2 million sq.m are being built (30264 apartments). The construction of 90 objects will continue under the old system - without escrow accounts. The main criteria at the same time, according to the Russian Federation Government resolution, are readiness of objects no less than 30% or 15% at complex development and realisation of contracts of shareholders no less than 10% of total area of residential and uninhabited houses.

On July 1, 76 objects out of 90 ones comply with requirements, however there are some questions of 8 objects, in particular, the supervisory authorities refused builders in conclusion of readiness of 5 houses. 14 objects do not need to be required of conclusion of the supervisory authorities. 2 objects are in the cadastral engineer’s work, as it was reported at the conference, the conclusion will be expected to the end of this week.

14 objects have been considered at the conference, the builders of which should submit applications to the supervisory authorities till October 1. The contracts for the execution of cadastral works have been already made to pursue 6 of them. Azat Nigmatzyanov reminded the builders that October 1 is a deadline of application, and called them to speed up this process. It is worth to note that 9 applications out of 14 objects are sent to consideration to the authorised banks of bid for the project finance.

So, among these objects are 4 houses in Nesterovskiy ravine of Vakhitovsky district, the objects are in different degree of readiness. According to Andrey Belyakov, the director of Open Company “Briz“, the first and second houses are ready to 35-37%, the third house is to 15%, the fourth one is to 7%. Concerning the first two, “Briz“will submit applications to the supervisory authorities till August 15, concerning 3 and 4 houses - till August 29.

40% account for the readiness of the HC “Zhardin” on Aeroportovskaya street in Sovetsky district. As the representative of the “Megapolis” builder informed, they have already called the cadastral engineer, they are submitting application till August 27.

To find position in the near future, till August 15, whether builder will change over to a design financing and escrow -account or to construct under the old system, Azat Nigmatzyanov called the representatives of Open Company СК “Gran Development” which is building the house №7 on Rodina street. Now the readiness of the object consists of only 2% that the builder could continue working under the old system, this rating should account for 15%.

The multi-room house with the places of social assignment and parking, (“Sadovoe koltso Kazan”), 4 objects in the HC “Volzhskie prostory”, (Open Company “Berezovaya roshcha”), the object on Yarullin, Proletarskaya and Bugrinskaya streets, (Open Company “SMU 88”),19-storeyed house №3 on Galeev street, (Open Company “РС Investment”), the house №3 on on Rodina street were considered (Open Company СК “Development's side”) at the conference.

28 objects which are being built with the financial resources of the shareholders, will be transferred to escrow accounts, at the same time 12 ones out of them have been made contracts with the authorised banks for project finance, 16 objects have been submitted the applications for the consideration to the authorised banks. In particular, till August 2 the contracts will be signed for the project financing of 3 houses of the HC “Art City” between the Open Company “SK”Story Uslugi“and PAO”VTB“, till August 9 – between ”PSK SMU 88 “and PAO”VTB“ on Zavojskiy street (2 turn the HC ”Malinovka“), in August PAO”Sberbank “is going to approve the application of the house №4 on Galeev street (”РС Investment“).

By the late September the readiness of 20-storeyed residential house with a kindergarten and underground parking place on street А. Кутуя, 83а is going to bring to 30% and not to change over to a project financing by the Open Company “Invest-Story Torg", as well the work is in progress with PAO “Sberbank".

The company “Kongrada” has been informed that transition to escrow-account is planned this year, the construction of the house 37g on Portovaya Street will be built in 2020, now a contract is being negotiated with PAO“Sberbank".

The representatives of the Open Company “Zhilishchnaya osnova” (the HC “Stantsiya Yubileynaya”), “РС Investment” (house №4 on Galeev street), the Open Company “Ak Tash-Invest“(the HC Twin House on Akademika Gubkina street), the Open Company ”Capital Stroy” (the house 70/3 in 70 microdistrict of Novo-Savinovsky district) told of what phase now work with banks is.
