I. Metshin: “The decision is hard, we can't leave traffic load as it was”

The first stage of the traffic reorganization on the central streets has started in Kazan

In Kazan, the first stage of the new traffic scheme in the central streets will be developed by the end of the year. The full implementation of the project next year aimed at reducing the delay by more than 40%, increase the average speed by 8%, free up the transit traffic on Levo-Bulachnaya str. and make it safer to travel along Bulak at the intersection with Tatarstan str. “This is a hard decision. We have been working on it for a long time together with the traffic police and the transport Committee,- Ilsur Metshin, the Mayor of Kazan, commented on this decision. – The new scheme fundamentally changes the direction of traffic that we have become accustomed to for decades. However, with the present traffic load, we can't leave everything as it was. We have a rise by 40 thousand cars a year."

As Ilsur Metshin emphasized today at a meeting of the headquarters for combating the spread of coronavirus, the rise of motorization and development of the city oblige, in addition to road construction, to conduct an audit and rethink traffic flows.

To model traffic flows in Kazan, the Department of architecture and urban planning has created a transport-planning bureau. Timur Kadyrov, Deputy chief architect of Kazan, reported that to analyze project proposals and calculate them, specialists developed a computer micro model of the Kazan downtown with an area of 3.5 square km. The information was collected by field surveys and data from sensors and cameras of the adaptive ATCS system for morning and evening rush hours on working days. The model is also calibrated with the transport model of Kazan, created as part of the development of the General Plan of the city.

The model includes several scenarios of traffic organization and a comparative analysis of the options, and the best of them was approved. “The simulation results of this option showed a reduction in the delay time by more than 40%, an increase in the average speed by 8%,”- Kadyrov emphasized, adding that the calculation considered an increase in the traffic flow by 17% compared to the existing traffic.

“The implementation of the first stage of activities is already beginning and should be completed this season,”- Kadyrov emphasized.

The Mayor of the city noted that all changes will be implemented in stages. “This year we will start with small, first changes that drivers and pedestrians will get used to. Then we will impose fundamental changes,”- I. Metshin summed up.
