The Kazan Executive Committee summed up the work of the Office of Urban Planning Permits for 2018.
(KZN.RU, April 8, Alena Miroshnichenko). 17035 incoming documents, almost 25% more than in the previous year, were received by the Office of Urban Planning Permits in 2018. 5331 applications were filed for obtaining a building permit. 2675 were issued a positive opinion, including 99 permits for the construction of apartment houses, 61 permits for the construction of blocked houses, 221 permits for the construction of civil facilities, 2294 documents for the construction of individual housing. Nail Galeev, the head of the division, reported on the results of the work of the administration over the past year at the staff meeting.
In general, the level of the workload of the Office of Urban Planning Permits has seriously increased last year. The experts of the division prepared and issued 760 positive documents for delivering, which is 176% more than last year. This number included 667 multi-apartment residential buildings, 19 blocked residential buildings, 138 permits for the delivering of civilian facilities and 536 notifications of compliance with the standards of constructed individual residential and garden houses. N. Galeev noted that the most common reason for refusal is an incomplete package of documents provided for receiving notification of compliance with the planned construction.
According to the Office of City Planning Permits, the total amount of housing construction delivered in 2018, included in the statistics, amounted to 804.2 thousand square meters. 692 thousand square meters Of these (86% of the total) are accounted for apartment buildings and 111 thousand square meters for individual residential buildings. “I note that among the cities of the Volga Federal District, Kazan takes the first place on housing construction and sixth place among the million-population cities of Russia”, he said.
From August 4 of last year, a simplified procedure for the construction of individual residential and garden houses began to operate throughout Russia. Obtaining a construction permit is no longer required, a notification procedure has been introduced. The City Executive Committee is obliged to consider notifications about the planned construction of individual housing and garden houses within 7 working days. Previously, it took 20 days to obtain a plan for the land plot and 7 days to receive a building permit.
In addition, the so-called law “On dacha amnesty” has been terminated since March 1 of this year. Now registration of ownership rights for constructed individual residential and garden houses is carried out only through the filing of compliance notifications of the constructed objects with the standards, said N. Galeev.
“Previously, many conflicts arose, because some owners did not observe the indentation from the borders of the land plot and other parameters. Such individuals needed to be fought only in a judicial order”, said Denis Kalinkin, the head of the Executive Committee. “Now it will be possible to start construction only after checking the notification for compliance with the norms and after construction completion, once again to submit a corresponding notification. I am sure that the new order will help to understand everything from the start and not after the forces and means have already been spent, and the house is built with violations. However, these figures show that Kazan has already mastered the new order”, he said.
Nail Galeev noted that the main achievement of the Office in 2018 was the complete transfer to the electronic form of the procedure for coordinating notifications about the planned construction, completion of construction and delivering of facilities. “Positive or negative results of the consideration of notifications are signed by electronic signature and sent to citizens by e-mail. It eliminates the need to return to the Office or the MFC to receive notifications. This accelerated the process of reviewing and issuing permits”, said N. Galeev. He added that all the necessary information regarding this procedure was posted on the official page of the Office of Urban Planning Permits.
Also, the project office has optimized the issuance of permits for the construction of facilities, introduced changes that made it possible to speed up the work of specialists at all stages, said the speaker. He marked that thanks to the training, the staff of the Office are ready for the independent implementation of projects optimizing processes. It is especially important given the planned transfer of services into electronic form. “In this case, the optimization of work processes and the transfer of services into an electronic form is an urgent need”, commented D. Kalinkin.
Among other things, the Office continues to work to curb the facts of unauthorized construction, as well as the illegal operation of facilities. In 2018, 20 lawsuits were sent to the courts of general jurisdiction, 9 of which had received decisions. According to court decisions, 2 major capital construction projects were demolished: an apartment building at Boinichnaya Street, №39, and a shop at Osinovskaya Street in the micro-district “Salavat Kupere”. “The inevitability of punishment and the recovery of the penalty pushed the developers to comply with the norms of town planning legislation and the independent demolition of objects for which there are court decisions. The work done in this direction yields positive results. Currently, cases of unauthorized construction are of a single character and are promptly suppressed together with the prosecution authorities”, said the speaker. He assured that work in this direction would be continued.
