    Gwangju is the sixth largest city in South Korea, located in the south of the Korean Peninsula. It is the cultural and scientific center of the country.     About city:

    Chisinau is a city in Eastern Europe, the capital of the Republic of Moldova. The city is situated on seven hills and stretches along the river Bic, the right tributary of the Dniester. It received the status of a city in 1818 after having become a part of the Russian Empire. In Chisinau, you can see both typical buildings of the Soviet period and significant architectural monuments as the neoclassical Cathedral of the Nativity. The domed temple is a part of the whole ensemble of the Cathedral Park. There is also a square with a 19th century triumphal arch, built to commemorate Russia's victory over the Ottoman Empire. Stefan the Great Park is named in honour of the Moldovan prince who resisted the Ottoman Empire.

    On September 23, 2020 the General Mayor of Chisinau Ion Cheban spoke at the Mayors’ Round Table «Smart City» within the framework of the international forum Kazan Digital Week-2020.

    In 2020, the cities of Chisinau and Kazan at the same time joined the UNESCO Network of Learning Cities.

    The delegation of Chisinau took part in the International Forum «Healthy Cities. Healthy nutrition for children», which was held in Kazan on June 1-3, 2021. The Deputy Mayor of Chisinau, Ms. Angela Kutasevich, made a presentation, and also signed the Milan Urban Food Policy Pact. Earlier, Kazan joined the Coordinating Council of the Pact fr om the Eurasia and Southwest Asia region, and the Forum actually became the first Eurasian regional forum of the Milan Pact.

    The official meeting of city representatives took place in Kazan within the framework of the «Healthy Cities. Healthy Nutrition for Children» forum, during which the signing of the letter of intent to establish friendly relations between the city of Kazan and Chisinau also occurred.

    Representatives of Chisinau took part in the 17th World Conference of Historical Cities: «Historical and Cultural Heritage as the basis of national, cultural and local identity» in Kazan on June 24-26, 2021. The Deputy Mayor of Chisinau, Mrs. Angela Kutasevich, made a presentation on the topic «Preservation and development of national languages in a multiethnic environment on the example of the city of Chisinau».

    On September 21, 2021, the Mayor General of Chisinau, Ion Cheban, spoke about the role of smart technologies in urban life at the Mayors’ Round Table «Evolution of Smart Cities» within the framework of the international forum Kazan Digital Week-2021.

    During the visit of the Chisinau delegation to Kazan in September 2021, an official meeting of the heads of the cities took place, as well as a number of working meetings, where the parties exchanged experience in the development of communal services.

    On October 21, 2021, Olga Ursu, the Head of the Office of the Mayor of Chisinau, Advisor of the Mayor, made a presentation at the VII Global Forum of the Milan Pact for Urban Food Policy. The event took place in Barcelona, wh ere Kazan was the key regional coordinator in the region of Eurasia and South-West Asia and the Chair City of the Coordinating Council of the Milan Pact in 2021-2023.

    Deputy General Mayor of the Chisinau Municipality Fadei Nagacevschi had a working visit to Kazan and made a report at the meeting of the Mayors’ Round Table «Digital transformation of management in the city», which was held on 21 September 2022 in the framework of the International Forum Kazan Digital Week-2022.

    About the City:

    Lijiang City, located at the junction of Yunnan, Sichuan provinces, and the Tibet Autonomous Region, is characterized by its ethnic diversity: 26 ethnic groups live here, with the main ones being Han, Naxi, and others – 11 of which are indigenous Ethnic minorities make up 56.44% of the total population.

    Lijiang is the only prefecture-level city in China honored with three UNESCO distinctions. The Old Town is listed as a World Cultural Heritage Site; Laojun Mountain is part of the “Three Parallel Rivers” natural reserve, a World Natural Heritage site; and the Naxi people’s manuscripts are inscribed in the Memory of the World Programme.

    Historically, Lijiang was an important transportation hub on the Southern Silk Road and Tea Horse Road. Its natural resources include the Yulong Snow Mountain glaciers, Laojun Mountain, Lugu Lake, and Chenghai Lake – one of the few natural sources of spirulina.

    The region's cultural heritage encompasses the traditions of the Naxi people, Dongba culture, Mosuo customs, and “Biantong" culture, which is tied to land reclamation and border protection.

    Lijiang boasts significant energy potential, with 91 rivers—including the Jinsha River, which flows 615 km through the district. Six hydroelectric stations generate approximately 65 billion kWh annually, while solar and wind power capacity reaches 5.4 million kW.

    As one of the world’s 36 key biodiversity hotspots, Lijiang is often called the "Home of Medicinal Herbs." It hosts over 13,000 plant species, including around 2,000 medicinal plants—nearly half of China’s total flora. With over 72% forest coverage, Lijiang is Yunnan’s second-largest forested area. The city maintains excellent air quality, and nine of its water bodies are classified as "Remarkable." It is also recognized as one of China’s model water-ecological cities.

    About the city:

    Minsk is the capital of Belarus, the administrative center of the Minsk agglomeration, the Hero City. During its rich history, Minsk has seen eras of prosperity and decline, and was both the rich capital of the principality, and the provincial town.  Today it is the largest transportation hub, a political, economic, cultural and scientific center of the country. Minsk is home to the High Tech Park. More than 500 IT companies are located there, including the largest ones: EPAM, Wargaming, ISsoft, IBA Group.

    On May 30, 2014, a meeting of representatives of executive committees of Kazan and Minsk was held at the Kazan City Hall. During the meeting they discussed the exchange of experience in the field of tourism and economy.

    From April 4 to April 7, 2018, Kazan took part in the International Spring Fair of Tourist Services "Recreation-2018" held by the Ministry of Sports and Tourism of the Republic of Belarus in Minsk. The guests of the fair were treated the traditional Tatar dessert chak-chak and were introduced to the city through 3D glasses. The solemn signing of the agreement on cooperation in the sphere of tourism development between the Committee for Tourism Development of Kazan and the Republican Union of Tourism Industry of the Republic of Belarus took place in the framework of the event as well. A presentation of the tourist potential of Kazan was held for the leading tour operators of the Republic of Belarus and visitors to the exhibition on April 6.

    Since December 14, 2018, Kazan and Minsk have been connected by a new railway route. The route covers such cities as Smolensk, Tula, Ryazhsk, Penza, Syzran and Ulyanovsk.

    From September 19 to 12, 2019, a delegation from Minsk Tractor Works took part in the XIV International Foundrymen's Congress and the Casting 2019 exhibition in Kazan.

    On September 23, 2020, representatives of Minsk took part in the Smart City Mayors’ Round Table within the framework of the international forum Kazan Digital Week-2020.

    On August 16, 2022, Victor Shchetko, Head of the Embassy of the Republic of Belarus in the Russian Federation in Kazan, and Evgeniya Lodvigova, Deputy Head of the Kazan, met at the Kazan City Hall. The parties discussed new opportunities for the implementation of joint projects and further prospects of cooperation between the capital of Tatarstan and the Republic of Belarus, in particular, the development of twinning ties between Kazan and Minsk, cooperation in the field of urban passenger transport, exchange of experience in the field of urban economy and others.

    In September 2022 a video message was sent by the Deputy Mayor of Kazan Evgeniya Lodvigova on the occasion of the 955th anniversary of Minsk.

    On December 15-18, 2022, a delegation from Minsk visited Kazan headed by G.N.Lavrinovich, Deputy Chairman of the Education Committee of the Minsk City. The guests familiarized themselves with the education system of the capital of Tatarstan, as well as with the work of the Department of Food and Social Nutrition.

    In 2022, schools of Minsk city took part in the video conference mode in the festival "Day of Peace", in the forum dedicated to the Volunteer Day, in the teleconference "Victory Day", which were organized on the basis of Tatar-Russian secondary comprehensive school № 10 with advanced study of individual subjects of Privolzhsky district of Kazan.

    The team of Lyceum № 177 of the Novo-Savinovsky District of Kazan took first place in the international competition of young traffic inspectors. The competition between schoolchildren from Kazakhstan, Belarus and Russia was held in Minsk from May 23 to 27, 2023.

    On September 20-21, 2023 an official delegation from Minsk headed by the First Deputy Chairman of the Minsk City Executive Committee Nadezhda Lazarevich arrived in Kazan on a working visit. The head of the delegation made a report at the Mayors' Round Table "Artificial Intelligence in City Management" within the framework of the International Forum Kazan Digital Week-2023. Guests from Belarus familiarized themselves with the work of city structures, and also held a meeting with the Deputy Mayor of Kazan Evgeniya.Lodvigova, during which they agreed to develop cooperation between the cities.

    Delegation from Minsk took part in the International Architectural and Construction Forum "Kazanysh", which was held on December 5-7, 2023 in Kazan.

    On June 21-23, 2024, a delegation from Minsk headed by Nadezhda Lazarevich, the First Deputy Chairman of the Minsk City Executive Committee, visited Kazan to participate in the International Forum of the BRICS+ Cities.

    On December 4-5, 2024, the Mayor of Kazan Ilsur Metshin took an official visit to Minsk, during which the Kazan delegation visited municipal facilities. On December 5, the Mayor of Kazan, Ilsur Metshin, and the Chairman of the Minsk Executive Committee, Vladimir Kukharev, signed an agreement on establishing sister city relations and cooperation between the cities and discussed further cooperation in various fields.

    In 2024, Tatar-Russian secondary school No. 10 with in-depth study of individual subjects of Kazan Privolzhsky district and school No. 121 of Minsk held online meetings, friendship teleconferences with the aim of exchanging experience in educational and educational processes, developing partnerships between schools, and unlocking the potential of students.

    In 2024, within the framework of the cooperation agreement dated April 1, 2024, Gymnasium No. 183 of the Sovetsky district of Kazan and secondary school No. 121 of Minsk carried out joint projects.

    On April 9-13, 2025, a delegation of the Kazan City Duma headed by the Secretary of the Kazan City Duma Albina Rafikova visited Minsk to exchange experiences. The visit was organized within the framework of international cooperation and is aimed at strengthening partnerships and studying the best practices of Belarusian colleagues in the field of patriotic education, tourism, culture and industrial development.

    On June 8-10, 2025, the Days of Minsk were held in Kazan, within the framework of which a business forum “Minsk and Kazan: twinning is a new driver of development with the participation of the business communities of the cities, a football match between the teams of the cities, a theatrical and musical project “Beauty of the Belarusian Land”, an exhibition and fair of Belarusian goods were held. The Mayor of Kazan Ilsur Metshin and the Chairman of the Minsk City Executive Committee Vladimir Kukharev signed the Program for the Development of Inter-Municipal Cooperation for 2025-2027.

    On September 20-28, 2025, the delegation of Minsk took part in the BRICS Youth Festival. Zakhar Makovsky took second place in the BRICS Youth Olympiad in mathematics, Alexander Stankevich and Yaroslav Dainyak took third place in IT. As part of the festival, on September 23, a meeting of the Committee on Youth Policy and Education of the BRICS+ Association of Cities and Municipalities was held, at which Victoria Orlova, a teacher at Gymnasium No. 43 in Minsk, made a presentation.

    Lyceum No. 95 of the Sovetsky district of Kazan and Gymnasium No. 61 of Minsk organized online events: «Minsk-Kazan: Friendship Bridge», guided tours for students in the cities of Kazan, Minsk. Students and teachers of gymnasium No. 61 in Minsk took part online in the local history conference «People. Time. Memory», which was held in November 2025 on the basis of Lyceum No. 95 of the Sovetsky district of Kazan.

    On December 9-10, 2025, the Kazan delegation participated in the III Minsk Forum of Young Civil Servants.

    On January 22, 2026, as part of the implementation of the program for the development of inter-municipal cooperation between Kazan and Minsk, a thematic round table was held in the format of a video conference on practical steps to implement issues of inter-municipal cooperation in the trade and economic sphere. The banks of the Seine are a UNESCO World Heritage Site. The city has head offices of major companies such as Christian Dior, Danone, Peugeot. Paris is a fashion capital, giving the world such famous couturiers as Christian Dior, Chanel, Christian Lacroix, Pierre Cardin and many others.

    Since the signing of the agreement, active work has been underway. There was a visit of a delegation from Paris to Kazan.

    On May 25, 2017 on the Champ de Mars in Paris there was Sabantuy with participation of Mayor of Kazan Ilsur Metshin, Mayor of Paris Anne Hidalgo, Ambassador of Russia in France Alexander Orlov. A presentation on Kazan's touristic potential was also held.

    In order to increase the flow of foreign tourists, as well as to make Kazan more recognizable outside the Russian Federation and in the framework of twinning and partnership relations, a banner advertising exchange with the city of Paris was carried out in 2018.

    On the territory of the trade mission of the Russian Federation in Paris, a branch of the Kazan Museum of Socialist Life regularly holds its expositions.

    December 14, 2020 Mayor of Kazan Ilsur Metshin made a video address at the international conference in Paris, dedicated to the anniversary of the signing of the Paris Agreement.

    Footage of the visit of the Mayor of Paris Anne Hidalgo to Kazan and exclusive footage of Sabantuy celebration on the Champ de Mars in Paris were shown in the capital of Tatarstan at the International specialized exhibition "Tourism. Sports. Active Recreation", held on April 9 and 10, 2021 in the exhibition center Kazanskaya Yarmarka. The event coincides with the 5th anniversary of signing the Cooperation Agreement between Kazan and Paris.

    In June 2021 Mr. Jean-Yves Camus, Special Advisor of Department of International Relations of the Paris City Hall, took part in the 17th World Conference of Historic Cities in Kazan. Also the participants were welcomed on behalf of the Mayor of Paris Ms. Anne Hidalgo by the Deputy Mayor of Paris Arnaud Ngacha, also he made a presentation at one of the thematic sessions of the conference.

The historic center is an amazing mix of the most diverse architecture from medieval to art nouveau. Almost all of Latvia's largest companies are based in Riga. Riga was European Capital of Culture for 2014 in 2010.

    About city:

    It is the third most populous city in Uzbekistan, the administrative center of the Samarkand region.

    The total area of city’s territory is 123,82 km². Population as of January 1, 2023 was 573,2 thousand people. The city is located at about 720 meters above the sea level. The historical center of the city is the Registan Square.

    In 2001 city and its historical architectural and archaeological sites were included in the UNESCO World Heritage List under the name "Samarkand — the crossroads of cultures".

    According to archaeological data, Samarkand is one of the oldest cities in the world, founded in the middle of the VIII century BC (Ancient Marakanda), the capital of the Timurid state, became the first capital of Soviet Uzbekistan in 1924. For more than 2 millennia the city was a key point on the Great Silk Road between China and Europe and also was one of the main centers of science in the Medieval East.

    Samarkand is the oldest city in Uzbekistan, which turned 2,756 years old in 2023.

     

    Joint activities, contacts:

    The delegation of Kazan represented by Daria Sannikova, the Director of the Committee for Tourism Development, participated in celebrations in Samarkand during the 25th session of the UNTWTO on October 17-20, 2023. The business visit in Samarkand took place thanks to invitation of the Khokimiyat of the city and assisted by Consulate General of the Republic of Uzbekistan in Kazan.

    The Consulate General of the Republic of Uzbekistan is also located in Kazan since June 13, 2019. Our parties actively participate in bilateral informational tours. Every year banner exchange between parties is held, which contributes to the development of the tourist potential of cities Kazan and Samarkand.

    In October 2023, as part of the implementation of the agreement on mutual cooperation in the field of tourism, regular passenger flights on the Kazan – Samarkand – Kazan route were launched. Also, on November 15, 2023, banners were installed in Samarkand with an invitation to visit the city of Kazan. Advertising structures were installed on two streets of the Uzbek city.

    In 2023, a video message congratulating the City Day of Samarkand on behalf of the Deputy Head of the municipality Evgeniya Lodvigova was posted in the information sources of the Khokimiyat of Samarkand.

    On May 13-17, 2024, as part of the forum “Russia – Islamic World: KazanForum 2024”, an information tour of the delegation from Uzbekistan took place. A round table was organized at the site with the participation of the Uzbek delegation and tour operators of the capital of the Republic of Tatarstan, at which a presentation of the tourism potential of Kazan, Samarkand, Tashkent and Bukhara, and tourism projects aimed at attracting guests took place. The result of the round table was the signing of an Action Plan for the implementation of the Agreement on mutual cooperation in the field of tourism between the Committee for Tourism Development of Kazan, represented by Director Daria Sannikova, and the khokimiyat of Samarkand for 2024-2025, represented by the deputy khokim of the city for investments, foreign trade and tourism Erkinjon Radjabov.

    On June 21-23, 2024, a delegation from Samarkand headed by Fazliddin Umarov, Khokim of Samarkand, visited Kazan to participate in the International Forum of the BRICS+ Cities.

    About the city:

    Xi'an is a city located in Shaanxi Province of China, which has been the capital of China in different historical periods. The city has been around for more than 3,100 years and for some time was the largest (both in area and number of inhabitants) city in the world. Xi'an is one of the most significant historical and cultural centers of China. The mound tombs of ancient China, including the Qin Shi Huang Mausoleum and the Terracotta Army, are located around the city and are included in the UNESCO World Heritage List.     From June 20 to 22, 2019, a delegation from Xi'an led by Mr. Cao Yanping, head of the Twin Cities and Exchanges Division of the Office of Foreign Affairs of the Xi'an People's Government, visited Kazan to participate in the Board Meeting of the League of Historic Cities.

    From September 8 to 13, 2019, a delegation of the city of Kazan visited Xi'an. The Eurasian Economic Forum 2019 was held in Xi'an, the capital of Shanxi Province of China.

    On October 23, 2019, a protocol of intent to establish friendly relations was signed between Kazan and the Chinese city of Xi'an in the Kazan City Hall.

    On September 23, 2020, Mr. Xu Mingfei, Vice-Mayor of Xi'an, made a report "Innovative Urban Transport Solutions of Xi'an" at the Round Table of Mayors Smart City within the international forum Kazan Digital Week-2020 in online format, also the Director of International Relations of Xi'an. Mr. Qiang Sheng, Deputy Director of the Department of International Relations of Xi'an, Ms. Li Xiaoyan, and Mr. Shi Qi, Deputy Director of the Friendship Center with Foreign Cities of the Department of International Relations of Xi'an participated as listeners.

    On October 19-20, 2020, Mr. Wang Yong, Vice Mayor of Xi'an with a plenary session report and Mr. Ren Yutan, Head of the Interaction and Cooperation Department of the Xi'an Municipal Development and Reform Commission with a report on Goal 11 "Ensure openness, safety, resilience and environmental sustainability of cities and human settlements" attended the BRICS 2020 Twin Cities Forum held in Kazan.

    From June, 24th till June, 26th, 2021 representatives of Xi'an took part in the 17th World conference of historical cities "Historical and cultural heritage as a basis of national-cultural and local identity" which was held in Kazan.

    In October 2021, Kazan schoolchildren aged 9 to 15 took part in the international drawing exhibition The World in My Eyes "Traditions of the Peoples of the World" in Xi'an. The competition was held among the residents of the twin cities of Xi'an.

    In 2022, the Xi'an Municipal Government organized online Chinese language courses for Kazan City Hall staff.

    Mayor of Kazan Ilsur Metshin welcomed the Mayor of Xi'an at the World Congress UCLG on October 10-14, 2022 in Daejeon.

    The Xi'an delegation took part in the International Architectural and Construction Forum "Kazanysh", which was held on December 5-7,2023 in Kazan. Wang Zhewen, Deputy Head of the Xi'an City Wall Management Committee, made a report at the Round Table on "Preserving Identity: Experience of Different Countries and Cities".

    The delegation of the city of Xi'an, led by the Chairman of the People's Political Consultative Council of Xi'an, Wang Jingde, took part in the II International Forum "SPROUTS: Russia and China - Mutually Beneficial Cooperation", which was held on November 14-15, 2024 in Kazan.

    On October 17, 2025, Ilsur Metshin held a meeting of the UCLG-Eurasia World Council in Xi'an, wh ere he presented the concept of a digital twin of the city. He also took part in the political debates, the main topic of which was the future of the UCLG World Organization.
