Currently, the procedure for approving the fact of stay in Kazan by the bodies of the Executive Committee of Kazan is not carried out. The decision on the approval of the fact of stay in accordance with the legislation of the Russian Federation remains with the specific municipality (municipal body). It should also be noted that the territorial bodies of the Ministry of Internal Affairs of the Russian Federation have the right to refuse the procedure for approving the fact of stay in a particular city to a citizen of the Russian Federation if he is not an employee of the department, unlike foreign citizens whose registration is handled by the migration Department under the Ministry of Internal Affairs of the Russian Federation. A similar practice exists in almost all municipal budgetary institutions, ministries, and departments. Thus, the fact of staying in the territory of a municipality, as a rule, can be confirmed by the specified departments only for employees. According to paragraphs 7, 8 of the Decree of the Government of the Russian Federation dated 06/12/2008 No. 455 "On the procedure for compensation of expenses for the cost of travel and baggage transportation to and from the place of use of vacation for persons working in federal government agencies, state extra-budgetary Funds of the Russian Federation, federal state institutions located in the Far North and areas equated to them, and their family members" in the absence of travel documents, compensation for expenses is made upon documentary confirmation of the stay of an employee of the institution and his family members at the place of use of the vacation (if there are documents confirming stay in a hotel, sanatorium, holiday home, boarding house, camping, tourist base, as well as in another similar institution, or documents certifying registration at the place of stay). Compensation of expenses for the passage of an employee and his family members to the place of use of vacation and back by personal transport is made upon documentary confirmation of the stay of the employee and his family members at the place of use of vacation in the amount of the actual expenses incurred to pay for the cost of spent fuel, confirmed by gas station receipts, but not higher than the fare calculated on the basis of fuel consumption standards, installed for the corresponding vehicle, and based on the shortest route. One of the key facts confirming your stay in the city remains documentary evidence from a certified accommodation facility, medical institution, sanatorium, etc. Registration of a citizen at the place of stay in a hotel, sanatorium, holiday home, boarding house, camping, medical organization, tourist base or other similar institution is carried out upon arrival of such a citizen by the administration of the relevant institution on the basis of identity documents. In addition, the fact of a nonresident citizen's stay in the city can be confirmed by obtaining temporary registration with the assistance of the owner of the residential premises in which the nonresident citizen lived. In addition, in accordance with the Fundamentals of legislation on notaries in the Russian Federation, a notary has the right to certify the fact that a citizen is in a certain place. In connection with the above, in order to avoid such incidents in the future, when planning your next trip to Kazan as a tourist, we recommend staying in certified accommodation facilities or in institutions designed for recreation and treatment and having appropriate documentation authorizing such activities.

On March 31, 2017, the Chairman of the Committee on Children and Youth Affairs of Kazan met with representatives of the Department of Culture and Youth Policy of Archangelsk. The meeting was held as part of the official visit of a delegation from the capital of Tatarstan to the Archangelsk region.

On April 5, 2019, a delegation from Archangelsk visited Kazan. During the visit, the delegation got acquainted with the activities of the Arkadiy Gaidar Kazan Youth Center, as well as youth and volunteer associations in Kazan.

Representatives of the Arkhangelsk city administration took part online as listeners in the session “School Exchanges as a Key for Intermunicipal Cooperation” within the framework of the II International Forum “SPROUTS: Russia and China - Mutually Beneficial Cooperation”, which was held on November 14-15, 2024 in Kazan.

On February 6-8, 2025, a delegation from the Arkhangelsk city administration, headed by the city Mayor Dmitry Morev, visited Kazan to participate in the international architectural and construction forum «Kazanysh».

On August 18, 2025, the Arkhangelsk team took part online in the Friendly Chess Tournament between teams from sister and partner cities of Russia and China as part of the III International Business Forum «SPROUTS: Russia and China – Mutually Beneficial Cooperation». 

On September 17-20, 2025, Temirlan Zhakabai, Chief Specialist of the Project Management Department of the smart city of the Almaty Digitalization Department, took part in the Round Table «How Digitalization is Transforming Cities» within the framework of Kazan Digital Week-2025.

On September 20-28, 2025, the delegation of Almaty took part in the BRICS Youth Festival. In the BRICS Youth Olympiad, Kairat Aruzhan took second place in mathematics, Baisyn Mohammed and Nurbagi Nurbek took third place in IT. Within the framework of the festival, on September 23, a meeting of the Committee on Youth Policy and Education of the BRICS+ Association of Cities and Municipalities was held, at which Nurbakyt Bekzat, methodologist at the «Almaty Daryny» Center for Identifying and Supporting Gifted Children and Talented Youth, made a presentation.

As part of the promotion of Kazan on the international tourism market in 2018, information booklets about Kazan in Turkish were developed. They were subsequently sent to the tourist centers of the Turkish twin cities (Ankara, Eskisehir, Antalya and Istanbul).

On September 21, 2021, a Mayors’ Round Table «Evolution of Smart Cities» was held in Kazan within the framework of the International Forum Kazan Digital Week – 2021, which was attended by Ankara Secretary General of the Republic of Turkey Mr. Reşit Serhat Taşkinsu.

On October 29-30, 2023, the Kazan delegation took part in the celebration of the 100th anniversary of the Turkish Republic in Ankara, except for officials, Kazan creative teams arrived to congratulate and participate in the event.

The delegation of Ankara, headed by the Mayor of Ankara, Mansur Yavaş, took part in the International Architectural and Construction Forum «Kazanysh», which was held on December 5-7,2023  in Kazan. At the plenary session of the forum, Mansur Yavaş made a presentation on the topic «Identity as the most important resource for the development of modern cities».

On June 21-23, 2024, a delegation from Ankara headed by Mansur Yavaş, the Mayor of Ankara, visited Kazan to participate in the International Forum of the BRICS+ Cities.

On September, 9, 2024 Head of Foreign Relations Department of Ankara Metropolitan Municipality Ramazan Kabasakal made a report at the Cities' Round Table «Modern Urban Services» in an online format within the framework of the International Forum Kazan Digital Week-2024.

On February 6-8, 2025, the Ankara delegation visited Kazan to participate in the international architectural and construction forum «Kazanysh».

Antalya is a resort and port city in southern Turkey on the Mediterranean coast, the administrative center of Antalya province. In February 2017, representatives of Kazan took part in the 24th International Exhibition of Food and Beverages.

On May 14, 2018, a branch of the Museum of Socialist Life was opened on the basis of a Private Moscow International School in Antalya.

In 2019, the branch of the Kazan Museum of Socialist Life in Antalya on the territory of the Moscow International School opened the Pushkin Museum for the 220th anniversary of his birth, as well as the Museum of Andrei Karlov (Russian diplomat).

On June 23, 2019, the Tatar national holiday Sabantuy was celebrated in Antalya.

In 2019, a week of Turkish cinema was held in Kazan.

From November 13 to December 14, 2020, the exhibition «Kaftan. Costumes of the Ottoman Empire through the eyes of modern Turkish designers». The exhibition presented reconstructions of the original Ottoman palace costumes created by designers of the Scientific and Educational Institute for the Study of Traditional Turkish Clothing and Art - the Olgunlashma Institute of Antalya and the Olgunlashma Sabanji Institute. The exhibition is organized by the Consulate General of the Republic of Turkey in Kazan in cooperation with the Ministry of Culture of the Republic of Tatarstan with the support of the State Historical, Architectural and Art Museum-Reserve n Kremlin», th«Kazae Institute named after Yunus Emre (Turkey).

On September 6-8, 2024, Kazan took part in the third International gastronomic festival Food Fest Antalya. The tourism and gastronomic potential of the capital of Tatarstan was presented by Director of the Committee for Tourism Development of Kazan Daria Sannikova, and the masterpieces of Tatar national cuisine were prepared under the guidance of the talented chef Alexander Ilyichev. As part of the visit to the sister city of Antalya, a meeting was held at the City Hall with the Deputy Secretary General of the Mayor in charge of tourism, Mr. Mustafa Gurbuz, and the Consul General of the Russian Federation in Antalya, Sergei Vetrik. They discussed further cooperation and plans for the development of tourism between the cities.

On October 11-13, 2024, a delegation from Kazan visited Antalya. The capital of Tatarstan was represented by Deputy Head of the City Executive Committee Guzel Sagitova and Head of the Education Department Irek Rizvanov. During the visit, a meeting was held with the Mayor of Antalya Mukhittin Becek and with the Vice Mayor of Antalya for Social Affairs Mustafa Gürbuz, with whom they agreed on cooperation.
