The discussion of the draft General Plan of Kazan starts in the capital of Tatarstan

Residents can leave their questions, suggestions, and comments from July 29 to August 1.

(KZN.RU, July 17, Alsu Safina). From July 18 to August 29, the capital of Tatarstan will hold public discussions on the finalized draft General Plan of Kazan. Citizens will be able to leave their comments, questions, and suggestions on the document from July 29 to August 1. The leading discussion site will be the information system dispute.kzn.ru. Irina Dyabilkina, the head of the Department of Architecture and Urban Planning, told about the public discussion procedure at the press conference in the IA “Tatar-inform”.

The draft General Plan will be published on kzn.ru

On July 18, a revised draft of the General Plan of Kazan will be published. It will be possible to find it in the Collection of documents and legal acts of the Municipality and on the official portal of the city kzn.ru.

From July 29 to August 1, the project exposition will open in the Public Discussions information system (dispute.kzn.ru). An additional procedure for discussing the draft General Plan of Kazan will be held. Suggestions and comments from the public comment participants will be accepted within 4 days. You can send your comments and suggestions at any time of the day during the exposition.

82% of Kazan residents have an account in UIAS

Irina Dyabilkina marked that under the new legislation, only residents of the city registered in Kazan or owners of real estate located in the city can participate in public discussions. In addition, to leave your suggestions and comments on the new draft General Plan, you must be registered in the Unified Identification and Authentication System (UIAS) and have a verified account. According to the head of the Department of Architecture and Urban Planning, today, 82% of Kazan residents have an account in the UIAS.

Those who are not registered in this system can do it themselves or contact the district administrations and the Department of Architecture and Urban Planning. Computer work zones will be organized there, and volunteers will tell you how to register correctly and quickly. You should have a passport and SNILS on you.

191 public discussions were held on the site dispute.kzn.ru

A detailed guide on how to work in the information system, as well as explanatory information on the issues specifically discussed, will be posted on the page of the Department of Architecture and Urban Planning, said Irina Dyabilkina. As the speaker said, public discussions have been held in Kazan in this format for almost a year now. “Today, 191 public discussions were held at this site (dispute.kzn.ru – ed.), including land use and development rules, land surveying projects”, said the head of the Department of Architecture and Urban Planning. “The system seems to be efficient”.

Irina Dyabilkina named process automation among the advantages of such a format for public discussions; it is improving work efficiency. Thus, the registration of participants in discussions will be checked automatically, a protocol and a conclusion will be formed. Also, residents can take part in public discussions remotely at any time of the day. An unlimited number of people can work in the system at the same time.

However, there are alternative ways to participate in public discussion. In writing, you can contact the Department of Architecture and Urban Planning of Kazan at Gruzdev Street, №5, office 102 (from 9 am to 5 pm). You can also leave an entry in the logbook of visitors to the project exposition, which is subject to consideration at public discussions. For this, a passport is required in both cases.

The conclusion of the discussions will be published in August

“An opinion on the results will be prepared following the results of public discussions. It will be published in August in the collection and on the official portal of the city”, said Irina Dyabilkina. “The conclusion will have all the comments and suggestions that were received from the participants in public discussions. It will also be spelled out whether these comments and suggestions are accepted or rejected, and for what reason”.

Voting in public discussions is not provided

Anastasia Latypova, the deputy head of the Department of Architecture and Urban Planning, explained that a participant in public discussions can leave two types of messages. There are questions that experts must answer within 24 hours, comments and suggestions. Voting in the framework of public discussions is not provided. “The issues in the conclusion report are not included; they remain in the system. Kazan citizens will be able to see the questions of other participants in public discussions online, and comments and suggestions will be included in the protocol”, added Anastasia Latypova.

The current General Plan of Kazan expires on January 1, 2020. The approved document is necessary to justify the construction of objects of local importance. In addition, it is the basis for land use and development rules. The absence of land use and development rules by 2021 will not allow obtaining a building permit for any capital construction project, including individuals. The transport scheme is part of the document, without which it is impossible to adopt the General Plan.

The first public hearings on the draft General Plan, which took place in May-June 2018, were held at various sites according to the old system. 4236 people took part in the public hearings; 3545 written requests were sent directly to the Department of Architecture and Urban Planning of Kazan. “For a little more than a year, we have not left the process of discussing the draft General Plan”, said Irina Dyabilkina. She added that after the General Plan was placed in the federal geographic information system of territorial planning; the City Executive Committee received 3377 appeals from the residents of the city.
