The final public discussions of the draft General Plan ended in Kazan: another 337 proposals of residents have been accepted

<p> (KZN.RU, August 29, Alsu Safina). Today the results of public discussions of the draft General Plan of the city were summed up in Kazan. The document considers another 337 comments and suggestions of residents, which came in the course of public discussions. In total, 1469 people took part in the final public discussions, or a little more than 1% of the city's residents. After finalizing the document, taking into account the accepted proposals, it will be published in the Federal Information System of Territorial Planning and agreed with the Tatarstan and federal ministries and departments. Irina Dyabilkina, the head of the Department of Architecture and Urban Planning, said this at the press conference in the Executive Committee today. </p> <p> Radik Shafigullin, the deputy head of the Executive Committee, took part in the press conference. He noted that the General Plan is the main urban planning document that regulates the development of the city. “This document is of double importance for us, because with its help we can look into the future, create comfortable living conditions for residents and visitors of the city for years to come”, he said and added that this was preceded by a 5-year work that came out to the finish line. </p> <p> Irina Dyabilkina reminded that public hearings on the draft General Plan were held in 2018. Then, 4236 people took part in the discussion, from whom 3.5 thousand proposals were received. </p> <p> The decision to conduct additional public discussions on the draft General Plan, which are not provided for in the legislation, was adopted by a resolution of the Mayor of Kazan. Kazan citizens could leave the remaining questions, as well as their comments and suggestions on the document from July 29 to August 1. The information system dispute.kzn.ru became the main platform for discussion. The final public discussions were attended by 1469 people or just over 1% of the city’s inhabitants. </p> <p> In total, during the exposition from July 29 to August 1, the developer (General Planning Institute of Moscow) received 405 questions and 2052 suggestions and comments. 398 questions and 2008 proposals were accepted for consideration. The rest of the applicants did not confirm Kazan registration or possession of Kazan real estate objects. </p> <p> “Based on the results of the exposition, all comments and suggestions were sent to the developer of the Kazan General Plan project for analysis”, explained Irina Dyabilkina. The answers were prepared for each appeal and published today in the Collection of documents and legal acts of the Kazan Municipality, in which the opinion on the results of public discussions was published. </p> <p> By the decision of the Commission for the development of the draft General Plan of Kazan, 337 proposals received from residents were accepted, 35 proposals were off-topic from the General Plan, 162 proposals were generally in support of the General Plan, 1450 proposals were rejected due to inconsistency with the legislation, urban planning standards and the impossibility of technical implementation. Several comments were not accepted due to the fact that the parameters proposed by residents have already been incorporated into the draft General Plan. </p> <p> “Many questions related to roads. Residents are also concerned about the topics of the 430th zone: construction restriction zones, environmental issues and social facilities”, said Irina Dyabilkina. </p> <p> Now the document will be finalized by the experts of the Institute of the General Plan of Moscow, and in September the draft is planned to be placed in the Federal Information System of Territorial Planning. The document is to be agreed with 17 federal structures, 7 Tatarstan ministries, 5 adjacent administrative regions of the republic, as well as with the Committee for the Protection of Cultural Heritage Objects of the RT. Three months are given for conciliation procedures, explained I. Dyabilkina. The draft General Plan will be approved at a meeting of the Kazan City Duma. </p>
