A meeting of the Council for the disabled people was held at the Kazan Executive Committee

Participants discussed the creation of a working group to develop a program for the physical culture and sports for disabled people.

Today the creation of a working group to develop a program for the physical culture and sports for disabled persons have been discussed in the Kazan Executive Committee. Rustem Gafarov, the first deputy head of the Executive Committee, held the meeting of the Council for the disabled people.

Rustem Khasanov, the director of the Charitable Fund “Day of Good Deeds”, a deputy of the State Council of the RT, Nadezhda Titova, the president of the regional public organization of parents of disabled children of the RT “Zabota”, Natalya Gilyazeva, the director of the Charitable Fund “Alpari”, representatives of other charitable organizations, district administrations and structural units of the Executive Committee attended the discussion.

Rustam Gafarov reminded that today more than 87 thousand disabled people live in Kazan, 4667 of whom are children. “Our task is to create a favorable environment so that people with disabilities can both get to sports facilities and train there in comfortable conditions”, he said at the beginning of the meeting.

The issue of developing an interdepartmental city program for the further development of physical culture and sports for disabled people was raised earlier at the Kazan City Duma session. Svetlana Vostrikova, the chairperson of the City Committee for Physical Culture and Sport, voiced the main issues that need to be resolved by joint efforts and each department separately. Ensuring the work of the required number of specialists, free-form lessons for persons with disabilities not only in municipal facilities, the creation of a social taxi in the city, and other issues were among them. In addition, S. Vostrikova voiced a list of candidates for inclusion in the working group. Rustem Gafarov asked representatives of public and charitable organizations to join the working group. “Those who work directly with disabled people every day have more information”, he said.

The meeting participants also discussed the issue of organizing a social taxi. Nadezhda Titova said that the organization “Zabota” has introduced a practice similar to a social taxi. However, due to the insufficient number of cars (two), it allows serving a limited number of disabled people. “A municipal company should do this so the work would be more systematic”, she suggested, stating her candidacy for inclusion in the working group. Representatives of other organizations also declared their desire to help the work of the commission: the charitable fund “Tramplin”, the union “Chernobyl”, and others. The charitable fund “Zakyat” is ready to share the experience in organizing the transportation of disabled children, said Alsu Zabarova, the representative of the fund.

The meeting participants also discussed the organization of sites with rental of skis, bicycles, simulators for children with disabilities, the inclusion a greater number of activities for people with disabilities in the sports committee’s calendar plan. The issue of inclusion was especially emphasized. It is important to pay no less attention to this matter because this approach is most effective in working with special children and gives them more opportunities for full development.
