A training seminar was held in the Kazan City Hall for municipal employees and those responsible for the work on the prevention of corruption and other offenses in the units of the Executive Committee of the city. Today’s discussion of topical issues was timed to coincide with the International Day of Anti-Corruption, which is celebrated on December 9.
Several speakers took the floor. Thus, Elena Toscheva, the head of the Directorate for Control and Anti-Corruption Work, spoke about the experience of implementing measures to counter corruption in the local government of Kazan. This work includes 5 large blocks: the organization of public control, the sharp personnel policy and creating an atmosphere of intolerance to any manifestations of corruption, the minimization of contacts “official-citizen”, the financial control and analysis of municipal procurement, the prevention of corruption in subordinate institutions.
The results of anti-corruption work carried out in the Executive Committee of Kazan and its structural divisions are a decrease in residents' appeals about corruption facts. Over the past 3 years, the management received 32 appeals in total. “Fortunately, the number of criminal cases decreased this year. This is the result of our joint work. It shows that we are moving in the right direction”, said Elena Toscheva.
Albina Ibrahimova, the head of the Anti-Corruption Department of the Office of Control and Anti-Corruption Work, brought to colleagues examples of typical mistakes made by municipal employees when filling out certificates of income, expenses, property obligations. Since the beginning of the year, the commission of local governments and municipal bodies on compliance with requirements for official conduct has held 20 meetings and reviewed materials on 45 municipal employees, 5 were brought to disciplinary responsibility. The reason for the consideration of materials on commission information was an error when filling out the documents. Thus, municipal employees indicate the amount of income not on the basis of official documents, but according to an extract from bank cards or accounts, according to the accountant, do not mention income from doing other paid work, and incorrectly fill the area of apartments and houses owned.
Kiyam Belyaev, the adviser to the Mayor of Kazan on anti-corruption, also spoke at the seminar. The topic of his report was characteristic violations in the activities of the Executive Committee of Kazan, identified by control and supervisory and law enforcement agencies. He encouraged colleagues to work together and ask questions of interest in order to rule out any violations.
At the end of the seminar, Elena Toscheva reminded municipal employees about the ban on receiving gifts worth more than three thousand rubles. Otherwise, such a gift is recognized as the property of the municipality of Kazan. An employee may redeem a gift within a month after its evaluation.
