Issues of interethnic and interfaith relations were discussed at the Kazan Executive Committee

Rustem Gafarov, the first deputy head of the Executive Committee, chaired the meeting.

(KZN.RU, December 18, Alina Berezhnaya). The joint meeting of the Coordination Council on interethnic and interfaith relations, a working group on crime prevention among foreign citizens and a municipal commission on the implementation of legislation on languages of the RT in Kazan were held in the Kazan Coty Hall. Rustem Gafarov, the first deputy head of the Executive Committee, chaired the meeting.

Andrey Shulepov, the head of the Migration Department of the Ministry of Internal Affairs of the Russian Federation for Kazan, spoke about the migration situation in Kazan. The speaker noted that the flow of foreign citizens in Kazan increases every year. For example, this year, the migration service of the capital received 236 thousand notifications, which is 38% more than in 2017. Most foreigners come from neighboring countries: Tajikistan, Ukraine, Azerbaijan, and Kazakhstan. Residents of China, Turkey, and Germany also move to Kazan. In total, residents of 75 countries visited the capital of Tatarstan this year, the most common reason for moving is work.

Andrey Shulepov also said that measures had been completed to identify illegal migrants in Kazan. “These events are held annually, the last stage was completed on December 12. According to the results of our unit, we found 399 violations of immigration laws. In just 11 months of this year, 8033 violations were recorded, last year there were 7942 ones”, said A. Shulepov.

The participants of the meeting also discussed statistics on the number of crimes committed with the participation of migrants and foreign citizens. Timur Makhmutov, the head of the Kazan Department of the Center for Countering Extremism of the Ministry of Internal Affairs for the RT, reported that in 2018, such crimes were 11% less than in the same period last year.

The participants of the meeting heard reports on the implementation of the legislation on languages of Tatarstan in Kazan. Guzalia Ibatullina, the deputy head of the Department of Education for the Sovetsky district, said that in each department of the administration, there are experts who speak two state languages. Communication with visitors is conducted in the language of the applicant. Tatiana Agafetova, the deputy head of the Aviastroitelny and Novo-Savinovsky districts’ administration, added that special attention is paid to the development of a network of schools with an ethnocultural component. There are 6 such institutions in two districts. Also, cultural and educational activities are held regularly aimed at the preservation of the native language.

Rustem Gafarov noted a positive example of the districts and ordered further development in this direction. “Much depends on the upbringing of children in kindergartens and schools. We have much to develop, we can add more creativity to learning and show the multiethnic cultures in Kazan”, said R. Gafarov.

Ilnur Shakirov, the executive secretary of the meeting, the head of the Department for the Development of Languages and Interaction with Public Organizations of the Kazan Executive Committee, reminded that interethnic and interfaith relations were discussed in the Kazan Kremlin at an expanded meeting of the Presidential Council yesterday. The main results of the implementation of state national policy in 2016-2018 were summed up and priorities for the next 3 years were adopted.

Currently, representatives of more than 115 nationalities live in the capital of Tatarstan, there are 36 national-cultural autonomies, 181 religious organizations.
