This year, it is planned to register about 60 thousand self-employed in Tatarstan

Both individuals and individual entrepreneurs can receive this status.

(KZN.RU, April 16, Ksenia Shvetsova). Today, 8080 self-employed are registered in Tatarstan. By the end of the year, this figure could reach 60 thousand. Both individual entrepreneurs and individuals who will work in a special tax regime with significant advantages can be registered as self-employed. Marat Safiullin, the head of the Department of the Federal Tax Service of Russia for the RT, announced this today at the briefing in the Cabinet of Ministers of the RT.

Tatarstan, along with three subjects of the RF (Moscow, and Moscow and Kaluga Oblasts) is participating in a pilot project to introduce a new special tax regime – the tax on professional income. Self-employed citizens participate in the project voluntarily. The special tax regime for entrepreneurs and individuals, whose annual income does not exceed 2 million 400 thousand rubles, has several important advantages for taxpayers, said M. Safiullin. Thus, the tax rate in this mode does not exceed 4% when providing services to individuals and 6% to legal entities. According to the law, these rates will not change next 10 years.

Also, when applying this tax regime, there is no direct interaction of the taxpayer with the tax authority. All procedures from registration to tax payment are carried out through the mobile application “My Tax”. In addition, the tax regime does not provide for any reporting, and the taxpayer decides whether to pay insurance premiums or not.

“The Federal Tax Service in the country is implementing a project on the use of online cash desks. Cash register self-employed is not needed”, added M. Safiullin. “This is an unprecedented practice, there is no such anywhere in the world. And most importantly - participation in the project for all self-employed is voluntary”.

Registering at least 60 thousand self-employed during the year is a very implementable task for Tatarstan, said Shamil Gafarov, the deputy prime minister of the RT and the head of the Staff of the Cabinet of Ministers of the RT. According to him, the people of Tatarstan actively support the initiative. If on February 1, there were only 2 thousand registered self-employed in the republic, then by March 1, their number had grown to 3900. By April 15, it was already more than 8 thousand. “If we take the entire population of the republic, it will become clear that 60 thousand is still a small figure. Tatarstan residents got the opportunity to become self-employed from the age of 14-15. This is a tool that will allow not only the older generation, but also young people to self-actualize themselves from the moment they receive a passport. The mentality of our taxpayers is such that they would prefer to pay conditionally 4 rubles from 100 and work legally”, believes S. Gafarov. He marked that almost all departments and organizations joined the work with the self-employed on the instructions of the President of the RT today. For example, the Chamber of Commerce and Industry of the RT initiated the creation of a self-employed assistance center.

“Today, entrepreneurs look at this issue in a different way. This format of interaction with the state has become popular, relevant and causes more and more confidence. This is a way to go into the legal field”, said Timur Nagumanov, the commissioner under the President of the RT for the Protection of the Entrepreneurs’ Rights. He added that often Tatarstan residents are afraid to switch to the new status due to lack of information on all the intricacies of the pilot project. For example, many believed that after registering as a self-employed person, it was necessary to pay about 34 thousand rubles during the year, but such a mandatory payment for the self-employed does not exist. Today, according to T. Nagumanov, this issue has been removed, but there are other points that need to be explained to the residents of the republic. “Many concerns can be resolved immediately”, he said. “Most often speculations and fears are greatly exaggerated”.

“There would be no administrative barriers for the self-employed; there is an understatement and imperfection of federal legislation. But the legislative base will be refined, this is a pilot project”, said S. Gafarov. “We ask you to inform us about all difficulties and barriers, all problems will be solved”.

Foreigners can register as self-employed and as well: citizens of countries belonging to the Eurasian Economic Union (Belarus, Armenia, Kazakhstan and Kyrgyzstan).

It is planned to create a program to support the self-employed in Kazan, which will be valid until a federal law appears regulating their activities. This decision was declared by Ilsur Metshin, the Mayor of Kazan, at the meeting with self-employed Kazan citizens last week. In total there are more than 3 thousand registered self-employed in the capital of Tatarstan today.
