In 2022, 18,700 children were born in Kazan

The capital of Tatarstan, the only city in the Volga Federal District, to maintain positive birth rates trends.

In 2022, 18,704 children were registered in the capital of Tatarstan, which is 8.8% less than in 2021, when 20,501 babies were born. At the same time, in comparison with the other million- plus cities of the Volga Federal District, Kazan maintains high birth rates. Rimma Minnullina, head of the Civil Registration Department, reported about it at the Business Monday meeting.

“Demographics is the basis for all social programs and infrastructure changes for us,”- said Ilsur Metshin, the Mayor of the city. “Based on these data and forecasts, we are designing new districts, residential areas and build new social facilities."

The number of children born in Kazan in 2022 has little changed compared to previous year, but is still significantly higher than in the million-plus cities of the Volga Federal District, the Mayor noted. “The difference is almost a third. This is the main indicator of the well–being of citizens, including young families and families who raise one or two children, - I. Metshin emphasized. – The social projects that are being implemented in Kazan and Tatarstan, including national projects, allow families to look confidently into the future and give birth the second, third and fourth child. This is an important guideline for us in our work, and we will pay special attention to this."

Kazan is the only million-plus city in the Volga Federal District, which has maintained positive birth rate for the third year, said the head of the Civil Registration Department of the city.

According to Rimma Minnullina, 13,912 deaths were registered in Kazan last year – 25% less compared to 2021. Among those who died in 2022, 48% of men and 52% of women. The number of birth registration exceeds the number of death registration by 26%. “For reference, I note that the situation in Moscow and St. Petersburg is not so positive, the ratio of birth and death registration there has a negative trend and is 4% and 20%, respectively,”- Rimma Minnullina said.

“We are pleased to note a positive trend after the challenging pandemic years – a 25% decrease in the number of death registrations. And the main thing is that all these years Kazan has been the only million-plus cities in the Volga Federal District to maintain a natural population growth,”- I. Metshin noted. “No need to say again about the lack of schools, kindergartens and social institutions. This is caused, among other things, to the positive dynamics of demographic growth. We are building more than other cities kindergartens and other social institutions with the exception of Moscow and St. Petersburg. But still, even walking fast, we can't keep up with the baby boom,”- he added.

One of the priorities in 2023 is the transition to a registry model for the provision of public services. We are talking about the rejection of stamp certificates and replacing them with electronic certificates issued by the Civil Registration Department similar to the Russian State Register.

“In recent years, the work of the Civil Registration Department has changed significantly. Digitalization requires painstaking, systematic, time-consuming work to digitize a huge amount of data. As a result, this leads to the facilitation of all processes of interaction both with citizens, residents of Kazan, and with numerous governing bodies,”- I. Metshin noted.
