R.Gafarov: “There is a shortage of more than 30 thousand school places in Kazan, we are looking for any ways to solve the issue”

Presently, the design capacity is exceeded at 125 school buildings – this is 62.8% of the total number of them.

Over the past three years, 27 kindergartens with a total capacity of 5,925 places and 12 schools for 10,589 places have been built in Kazan. Most of these facilities were built in new densely populated areas of the city. However, in the capital of Tatarstan and its suburbs, the issue of shortage of school places remains crucial, the head of the Executive Committee Rustem Gafarov said today at the Business Monday.

Since 2009, 23 schools and 118 kindergartens have been built in Kazan. However, the progress of construction of new facilities is falling behind the annual growth in the number of students, said the head of the Department of Education Irek Rizvanov at the meeting. In 2005, 11 thousand children were born in Kazan, while last year this number reached 20 thousand. “This dynamic causes the shortage of places in preschool and schools”, - said the head of the Department of Education. According to forecasts, as of September 1, the shortage of places in kindergartens will amount to almost 10.5 thousand places.

The renovation and construction of new facilities, as well as opening of additional groups help to partially alleviate the problem. In addition, this year it is planned to build eight preschools with a total capacity of 1,690 places in Kazan.

The number of school students is also increasing: in the current school year, 144 thousand children attend schools, while in 2005 there were 110 thousand of them.

To date, in Kazan, the design capacity has been exceeded at 125 school buildings – this is 62.8% of the total number of them. For educational process without exceeding the design capacity of buildings and introducing the second shift, it is necessary to create more than 31 thousand places, the head of the Department of Education emphasized.

The problem of shortage of schools remains in 30 microdistricts, the most acute in 18 of them: at the Salavat Kupere residential area, Novye Gorki, ART City, Izumrudnyu gorod and others.

On September 1, a new school will open at the ART-city residential complex for 1,501 places, a gymnasium at the Salavat Kupere residential area for 1,224 places will work at full capacity. Another school of the same capacity is being built there. With the introduction of these facilities, 2,725 new places will appear, thus significantly reducing the load on neighboring schools. In addition to the construction of new schools, existing buildings are being expanded to increase the number of places, the speaker said.

“There is a shortage of more than 30 thousand places. To solve this problem, we look for any ways, prove our demands in the Government of the republic, and apply for federal programs. All the schools that the city needs will be built, but it will take time”, - said Rustem Gafarov, head of the Executive Committee.
