Measures against illegal trade and ways to support local producers have been discussed at a meeting of the permanent commission of the Kazan City Duma.
(KZN.RU, October 26, Alina Berezhnaya). Today, the Standing Commission on Socio-Economic Development, Entrepreneurship and Municipal Property of the Kazan City Duma held a meeting. The deputies discussed the development of trade in Kazan, the specifics of bidding in the field of advertising, the forecast plan for the privatization of municipal property, and other issues.
Ruslan Fazylyanov, the chairman of the Consumer Market Committee of Kazan, told about the development of retail trade in the capital of Tatarstan. Thus, the last one and a half years, the retail trade turnover has been growing; on average, this indicator has grown by 4.5% in comparable prices.
The city is actively developing catering, trade and consumer services. Today, there are 7000 institutions of various kinds in Kazan, including world and all-Russian brands.
Ruslan Fazylyanov noted that over the past 2 years, 9 specialized sites were built for the sale of agricultural products at the expense of subsidies in the amount of 43 million rubles from the budget of the republic in Kazan. Moreover, Tatarstan manufacturers do not need to spend money on rent of such sites.
Work against unauthorized trade continues in the city. There are daily raids. For 9 months of this year, 6 thousand protocols were drawn up for illegal street trading, fines amounting to more than 12 million rubles were imposed, and more than 1200 seizures were made. Deputies noted that measures against an unauthorized trade are often ineffective. This is largely due to the relatively low fine from 1 to 3 thousand rubles. According to R. Fazylyanov, an increase in the amount of the fine would have made the fines a more effective way to fight illegal street trading.
Another problem was voiced At the meeting: more and more often commercial properties began to open up on land allocated for apartment buildings. “Municipal land control goes to such objects, but fines for violation are imposed on apartment owners of a building, because the owners of shopping facilities are often unknown”, said R. Fazylyanov. In his opinion, the problem could be solved if these objects were dismantled according to a simplified procedure that applies to non-stationary shopping facilities on municipal lands.
Askar Bagautdinov, the head of the Outdoor Advertising and Information Department of Kazan, told in his report about the new forms of bidding for the right to conclude a contract for the installation and operation of advertising structures. He noted that a bidding format is being established. A public auction and the right to determine the form of bidding is transferred to the authority of the representative body. “Earlier, the requirements for advertising structures and their locations were determined by the decision of the Kazan City Duma. Now we propose to bring these requirements to the level of the Executive Committee”, said A. Bagautdinov.
Renat Galyautdinov, the chairman of the Committee for Land and Property Relations of Kazan, reported on the change in the list of objects belonging to the municipal property. Thus, from the forecast plan of privatization 3 premises are excluded and transferred to the use of public organizations, and 10 objects, on the contrary, will be included. R. Galyautdinov also said that in the first 9 months of this year, 42 objects were put up for auction in the property. The city’s budget was replenished by 149.8 million rubles from the sale of real estate.
Sergey Kondratyev, the chairman of the Standing Committee on Socio-Economic Development, Entrepreneurship and Municipal Property of the Kazan City Duma, emphasized that all these issues will be discussed in more detail at the next session on October 29.
