Since this year, the Housing and Utilities Committee will evaluate the work of Kazan management companies by 82 criteria.
(KZN.RU, January 15, Alsu Safina). The rating of management companies in the system “Open Kazan” is important for the city's residents for it can help them decide who to entrust managing the housing stock. Ilsur Metshin, the Mayor of Kazan, expressed such an opinion on the Business Monday today.
“The “Open Kazan” became a kind of magic wand, which helped us to put the state of the housing stock for each neighborhood and district in a single picture. We also received a new way of managing the housing stock, which is no less important”, the Mayor estimated the value of the system.
Iskander Giniyatullin, the deputy head of the Executive Committee and the chairman of the Housing Committee, reminded that the information system “Open Kazan” started its work in December 2011. Its main goal meets the priority tasks identified by the President of Russia in this area: improving the quality of housing and communal services to residents of the city. “Vladimir Putin stated the need to develop a system for monitoring the quality of housing and communal services, involve residents in decision-making and getting feedback about services. This resource has become a unified system of informatization of the housing and communal services of Kazan”, said I. Giniyatullin. According to him, the rating is formed by the management companies connected to the “Open Kazan” system, taking into account the percentage of completed applications of residents in the system. The rating is built by the system automatically with a daily upd ate and placed on the home page of the system. In addition, the weekly rating is posted on the page of the Housing Committee of the Kazan Executive Committee.
Now the leaders of the rating are OOO “MC Megapolis” and OOO “MC Domservis”, and outsiders are OOO “MC ZhIK Premium” and OOO “UK Domservis +”. Ilsur Metshin drew attention to the fact that the percentage of completed applications is only 28.57% for the last managing company. According to the Mayor, when this figure is less than 90%, it is a bad sign”. He urged the chairman of the Housing Committee and the district authorities to meet with representatives of the MC.
In the future, it is proposed to evaluate the work of management companies by 82 criteria, assembled into 10 blocks. I. Giniyatullin said that soon these criteria will be published on the “Open Kazan” website and on the page of the Housing Committee. Residents will be able to evaluate their own management companies or offer their own evaluation criteria.
The Mayor of Kazan noted the importance of having such a rating of management companies. “I am sure that the residents will be interested in knowing how this or that management company is listed in the rating”, I. Metshin said. “We look forward to a change in the housing legislation that will allow us to choose management companies not for an unlimited time but for a period of 5 years”, said the head of the city. “And such ratings are very useful for the residents to know how their housing stocks are being managed”.
I. Giniyatullin called the introduction of the possibility of authorization in “Open Kazan” through the electronic id of a unified identification and authentication system (UIAS) among the tasks for 2018.
According to the numerous requests of the city's residents, work to resume payments for housing and communal services is carried out. “The module for receiving payments suspended its work due to the bankruptcy of PAO “Tatfondbank”. At present, the acquirer bank is being coordinated”, said I. Giniyatullin.
In addition, the project “Safe City” is expected to be further integrated into the “Open Kazan” system, the part of live broadcasting from outdoor video surveillance in the system.
According to the chairman of the Housing Committee, it is important to popularize the electronic version of the system among residents.
“According to statistics, we see that applications still come in the old manner by the phone. Given our level of Internet coverage and Internet literacy of our population, this is probably our mistake. We must grow in this direction and increase the number of people who will use the “Open Kazan”, noted Ilsur Metshin.
In general, the tasks se t for 2018 on the “Open Kazan” are among the priorities for the solution.

The system “Open Kazan” started its work in December 2011. 41 management organizations, 277 contract organizations and 6 enterprises of the industry now operate in the system “Open Kazan” (AO “Tatenergo”, MUP “Vodokanal”, AO “Kazenergo”, OOO “Chisty Gorod”, OOO “PZhKKh”, MUP “KETs”).
The system “Open Kazan” currently serves almost 400 thousand personal accounts in more than 4.5 thousand houses. 845 thousand people live in them, or 83% of inhabitants of apartment houses.
More than 1.8 million applications of residents were accepted and processed in the “Open Kazan” from 2012 to 2017. During this period, 99% of the total number of appeals received was considered.
