General plan of Kazan: new schools will combine basic and extended education

New schools’ construction and extension of the existing schools will help to increase capacity.

More than 128 thousand new places in pre-schools, more than 274 thousand – in schools and more than 11.8 thousand –in the extended education institutions may appear in Kazan by 2040. Also, the General Plan of Kazan provides 43 new health facilities. The deputy head of Department of architecture and urban planning Anastasia Latypova, the chief of the Department of education Ilnar Khidiyatov, deputy head of the department of the Ministry of health of the Republic of Tatarstan Gulnara Gaifullina spoke about it today at the press conference.

The shortage of places for each territory was calculated instead of the exact capacity of the venues.

In the coming years, Kazan will develop polycentrically, which means that all aspects of comprehensive life should be present in the developing territories.

The total area of social infrastructure, according to the General plan of Kazan, in 2040 will increase by 9.3 million sq.m, and the rate of provision of the population with social infrastructure in the city will grow by 2.6 times – from 3.6 sq.m. to 9.5 square meters per resident. So, the population will be provided with the social facilities completely.

Deputy head of the Department of architecture and urban planning Anastasia Latypova drew attention to the fact that the updated project of the General Plan of Kazan does not specify the exact number of kindergartens, schools and institutions of extended education, but the possible capacity of the venues. "During the period of the General Plan execution -20 years, there may be changes, new programs and standard of facilities. - said A. Latypova. - Today the General Plan estimates the shortage in the local venues.”

20 new facilities for more than 4.5 thousand pre-school places are planned for 2020-2021.

Thus, more than 128 thousand new places may appear in pre-school educational institutions.

The head of the Department of education Ilnar Khidiyatov noted that the greatest need for places in preschool institutions – about 15 thousand exists in the Sovetsky district: in the residential areas "Center", "Azino 1" and "Azino 2".

"Taking into account this data, we are forming a program for the construction of kindergartens. 20 new institutions for more than 4, 5 thousand preschool places are planned for 2020-202," said Ilnar Khidiyatov.

There are plans to build 40 additional buildings to the existing schools.

According to the General Plan, more than 274 thousand new places will appear in Kazan schools.

According to I. Khidiyatov in the coming years the construction of new schools in residential areas where the shortage is most intense –Bondarenko str., Zhiganov str. and "Salavat Kupere”. The number of places will increase by the construction of extensions, said the head of the Department of education. So, this year, the extensions were built in the school №93 and school "SOLNZE”, the construction of an additional building of school №165 is underway. "Overall, we plan to construct 40 additional buildings to the existing schools," – said Khidiyatov.

General Plan of Kazan provides 43 new health facilities

General Plan of Kazan provides for the opening of 43 new health facilities: 6 twenty-four-hour hospitals, 10 polyclinics, as well as the use of 27 premises in the new residential complexes as the offices of primary help. Seven facilities are underway. For example, children's clinic in the Derbyshki district is already designed, polyclinics in "Salavat Kupere" and residential complex "Vesna-2", medical office in the village Konstantinovka is under construction.

The planned capacity of the health facilities may increase from 706 thousand sq.m. in 2018 to 867.1 thousand sq.m. by 2040.
