The Kazan City Duma deputies made changes to local standards for urban planning

About 50 changes were made in different sections of the document.

(KZN.RU, December 13, Ksenia Shvetsova). Changes have been made to local standards for urban planning of the urban district of Kazan. Thus, according to the new rules, parking spaces will be organized during the construction of apartment buildings, it will be possible to open hostels on the first floors of residential buildings, and the developer will be able to reduce the green area if there is a park or a square within walking distance from the house. The new version of the document was supported by the deputies at the XXX session of the Kazan City Duma, which was held today in the City Hall.

Local standards for urban planning of the Kazan city district were approved in the summer of 2017, said Tatiana Prokofieva, the chief architect of the city. After that, during the year, the approbation of the new document took place. As a result of its application in practice and due to the introduction of changes to federal regulations, appeals from developers, designers and citizens, it was necessary to make corrections to improve the document. About 50 changes were made in different sections of the document.

Many changes were made due to the preparation of the General Plan, noted the speaker. They include, for example, the composition of the parameters of the functional area, the provision on the territorial planning of the General Plan, questions about the structures of the natural frame, the category of streets and roads.

Among other things, changes were made to the section on requirements for the organization of the territory of an apartment residential development. The developer will have the opportunity to deviate from the parameters allowed by construction for social welfare sites and landscaping of residential buildings. For example, with certain reservations, landscaped roofing, vertical gardening, walking grounds and playgrounds can be included in the area of landscaping. There is also the possibility of reducing landscaping by 30% if there are parks and squares in a walking distance. In addition, according to numerous requests from deputies and developers, a decision was made about the possibility of deviating from the density parameters of residential development, provided that the other indicators of local standards are consistent.

At the request of Timur Nagumanov, the Commissioner for the President of the RT to Protect the Rights of Entrepreneurs, the ban on hostels on the first floors of residential buildings has been canceled, since such requirements are absent in federal legislation.

Changes were made to the requirements for the organization of individual and blocked residential development quarters. The standard for the number of parking spaces was reduced from two to one by one residential building.

“It is very important that the provisions in the requirements section for preschool and school educational institutions were clarified”, noted T. Prokofieva. “In the new edition, they are brought in line with the current set of rules in town planning in terms of the land plots’ size and their location apropos main streets. This removes the hard limitations of existing documents, which practically make it impossible to build kindergartens and schools in the existing buildings”.

Much attention is paid in the document to the section of storage and parking of passenger cars. Thus, the wording on the application of the preferential rate for calculating parking spaces has been changed. For example, in the construction of residential buildings related to social orientation, it is allowed to reduce the standard of the required number of parking spaces for passenger cars of the population to the norm one parking space per 75 square meters of the total area of apartments. In particular, this rule will apply when relocating residents from emergency houses, shareholders affected by unscrupulous developers, and in other cases.

The standard for the estimated number of parking spaces in residential development has been reduced from one parking space per 53 square meters of total housing area to one parking space per 66 square meters of living space. “This standard is based on the number of automobiles”, added T. Prokofieva. In addition, developers are allowed to deviate from the established number of parking spaces with a proportional increase in the area of the local area.

The placement of parking spaces is not required for objects of public importance, located in parks and squares and on embankments that have limited access to vehicles. Also, the new document provides the possibility of 20%-reducing of the estimated number of parking spaces for non-residential facilities in the city historic center or subject to the availability of metro stations within walking distance.

“An interesting norm, which we also discussed, is dependent parking spaces for administrative and office buildings and for residential buildings (Dependent parking lots are constructive parking equipment with an elevator. In such parking systems, the keys to cars are left at the parking operator, since in order to pick up the top car, you need to remove the lower one – ed.). Now the standard provides for dependent parking spaces for hotel services and office buildings, and they are included in the total calculation of the number of parking spaces. For other buildings, dependent parking spaces are included in the general calculation with a factor of 0.5”, said the chief architect of the city.

“In addition, I also want to say that we paid attention to the new requirements for installing waste collection points, creating conditions for separate garbage collection”, said T. Prokofieva. She added that this issue will be included in the next version of the document after revision.

The deputies noted that during the finalization of the document, all regulatory requirements were met. All interested citizens were given an opportunity to familiarize themselves with it. Deputies supported the new edition of local standards for urban planning.
