The Kazan City Duma deputies examined changes in local standards for urban planning

A meeting of the standing commission on urban planning and housing and communal services was held in the Executive Committee.

A meeting of the standing commission on urban planning and housing and communal services of the Kazan City Duma was held today at the Kazan Executive Committee. The key topic of discussion was the draft changes that are planned to be made to the local standards for urban planning of the urban district.

Tatiana Prokofieva, the chief architect of Kazan, noted that the project took into account the proposals received from developers, designers, and deputies of the Kazan City Duma. In addition, amendments to federal legislation were taken into account. Thus, the regulations are proposed to make 42 changes. The new edition specifies the standardized indicators of the structural elements of the planning unit. That is, it is determined what proportion of land should be occupied by different social and living areas: areas for rest of the adult population, for children, for sports.

The measures of sanitary and domestic reserves from open parking lots and parking lots to educational institutions, sports facilities and playgrounds are also given there to the established parameters. And the excess density of residential buildings on the land plots of apartment buildings is limited to 30%.

A large section in the document is devoted to the storage and parking of cars. For example, the indicator for calculating parking spaces has been reduced from two to one per residential building in individual construction.

According to T. Prokofieva, an important amendment to the local standards of urban planning was the ban on the installation of new entrances to the basements of buildings. “If the project provides for an entrance to the basement and it does not spoil the aesthetic appearance of the building, then it is not prohibited. But there are cases when a beautiful building is being built, then the basement floors are sold and new entrances are made”, noted the chief architect of Kazan.

The speaker separately noted that developers who approved the project documentation of a capital construction facility before making changes are entitled to receive a construction permit until January 31 of this year in accordance with local urban planning standards. They are valid at the time of receiving the urban development plan for the land plot that not exceeds three years.

In addition, they considered the issue of introducing changes to the map of urban planning zones of the Rules of Land Use and Development of Kazan. It was proposed to adjust the boundaries at two sites for the construction of new buildings. This issue will also be considered at the Kazan City Duma session.
