D. Kalinkin: “It is hard and time-taking, but house by house, the problem of deceived shareholders is being solved”

Half of the problem houses were delivered in Kazan.

(KZN.RU, February 18, Ksenia Shvetsova). Last year, systematic work on the organization of problem objects completion has been carried out in Kazan. Azat Nigmatzyanov, the first deputy head of the Executive Committee, reported on solving the problem of deceived shareholders at the Business Monday today.

Azat Nigmatzyanov reminded that in 2008, there were 75 problem objects in Kazan, and the problem was solved by 2014. However, by the end of 2015, the “second wave” had occurred bringing 30 problem houses, of which there are 15 left for today. “Any shareholder is a co-investor, he must first understand the risks and be ready to share them with a construction company. It is necessary to understand that buying an apartment is not a purchase of housing with a delay, but a sharing of investment risks. A conscientious taxpayer may ask the question: why should his taxes go for the completion of housing of a shareholder who decided to invest in a certain project and brought the developer money voluntarily? Nevertheless, if the local treasury has financial resources for it, the regions will voluntarily join in solving the problems of shareholders”, Azat Nigmatzyanov quoted the words of Vladimir Yakushev, the minister of Construction of Russia.

The Republican fund has been created in Tatarstan to support persons affected by the actions of false developers to solve the problems of deceived shareholders. At present, the fund’s budget is formed from several land plots, which are located on the territory of the 32nd and 33rd military campus, the residential complex “MChS”, as well as on the Fermskoe highway and Noksinsky Spusk.

For today, the Fund has identified sources of financing for the companies “Briz” and “Ak Tash”. It has enabled the resumption of construction of several problem houses: residential houses №1 and №2 in the RC “Molodezhny”, which is being completed by the OOO “Ak Tash”, residential building №4 on Chetaev Street and the RC “Millennium City” in the 68th quarter on Amirkhan Prospect. The work is conducted by the OOO “CC Briz”. In addition, the construction of residential houses №4 and №7 in the RC “Symphony” on Pavlyuhin Street is being done.

Last year, systematic work was carried out to organize the problem objects completion, noted A. Nigmatzyanov. 4 houses and 2 residential units were delivered: houses №3, 5, 6 of the RC “Symphony”, №5 and also blocks “E” , “G” of residential house №1 in the RC “MChS”.

“The economic situation and the problems of a number of developers have added new tasks to us, as is the case with deceived shareholders”, said D. Kalinkin. |All year, headed by the Mayor of Kazan, we dealt with this issue.
