D. Kalinkin: “At any ticket cost, we will demand a culture of driving and passenger service from drivers”

The meeting of the Commission for Road Safety was held in the Kazan Executive Committee.

(KZN.RU, January 29, Alina Berezhnaya). According to the results of 2018, the number of accidents involving passenger transport in Kazan decreased fr om 125 to 115 cases compared to 2017 (a decrease of 8%). Such data was announced today at the meeting of the Commission for Road Safety. The meeting was chaired by Denis Kalinkin, the head of Kazan Executive Committee. At the commission, they proposed to exclude the linkage between the salaries of public transport drivers and the planned indicators for the carriage of passengers.

Igor Kulyazhev, the deputy head of the Executive Committee and the chairman of the Committee for External Improvement, Aidar Abdulkhakov, the chairman of the Transport Committee, Igor Novikov, the head of Traffic Police of Russia for Kazan, representatives of the State Traffic Safety Inspectorate and transport enterprises of the city attended the meeting.

In a report on transport services in Kazan for last year, Aidar Abdulkhakov noted that 259.9 million passengers were transported by urban passenger transport, which is 1% more than in 2017. The speaker said that all buses, trams, and trolleybuses of the city are equipped with DVRs. 864 rolling stock units are equipped with video surveillance cameras, which allows monitoring the situation in the driver's cab and in the passenger compartment. According to A. Abdulkhakov, such cameras will appear in all public transport of the city.

One of the main problems in the work of the city’s transport system remains a shortage of personnel. “1942 drivers work on urban public transport, the deficit is 218 people, the share of foreign workers is 26.5%”, said A. Abdulkhakov.

He proposed to eliminate the dependence of drivers on the planned indicators. Denis Kalinkin, the head of the Kazan Executive Committee, supported the idea. He added that excluding the dependence of the income of public transport drivers on the transportation plan they carried out is important, but by no means it is the only and fundamental factor. “Dear carriers, you asked to increase the fare to 32 rubles, but the Tariff Committee decided to increase it up to 27 rubles. You remember that the cost has not changed for 3 years, and the cost of spare parts has grown, inflation has increased. Your calculations are economically correct, but the economy cannot be the reason for violations on the roads, non-compliance with the speed limit. Aidar Abdulkhakov asked for the help of the traffic police in strengthening control over the parking of cars, which impede the work of public transport.

He paid special attention to the issue of accident prevention with the participation of public transport. Thus, a three-stage system of dealing with cases of road traffic accidents has been established: at the enterprise, at the Committee on Transport, and at the city Commission on Road Safety. The accident rate decrease in 2018 is observed in almost all enterprises, growth was only in the MUP “Metroelectrotrans” by 2 road accidents and MUP “PATP №4” by 1 road accident.

The number of accidents involving passenger transport in comparison with 2017 decreased from 125 to 115 cases. The number of injured was 155 people, which is 6% less than in 2017, said Igor Novikov, the head of Traffic Police of Russia for Kazan, in his report.

He noted that the main part of all accidents is cases of passengers falling in the passenger compartment of vehicles. Thus, last year 61 out of 115 injured cases are the falls of passengers. “Accidents are caused by a large traffic flow in the lane, as well as by the speed of the vehicle, but often the passengers themselves do not hold onto the handrails”, commented I. Novikov.

The head of the city Traffic Police reported that last year, there were 741 hits on pedestrians, of which 206 cases were at pedestrian crossings. This is 10% less than in 2017. “One of the reasons for the accidents is the algorithm of the work of traffic lights at intersections, the lack of a traffic light delay for all directions on the road”, explained Igor Novikov. He asked to include this issue in the consideration of one of the commission’s meetings.

He also mentioned the need to pay extra attention to the illumination of pedestrian crossings. According to him, road control officers are now carrying out a sample of pedestrian crossings that are included in the concentration of road accidents, and potentially dangerous areas wh ere it is necessary to install additional lighting.

Denis Kalinkin noted the importance of this problem. The need to bring pedestrian crossings in places of the greatest pedestrian traffic to a standard state is among the priority tasks. “We are waiting for recommendations of road surveillance on potentially dangerous sections of roads wh ere additional lighting is needed”, said the head of the Executive Committee.

Igor Novikov noted the unsatisfactory state of some intersections. “From time to time, there are comments on the cleaning of roads for public transport, access points, and bus stops. The comments are promptly delivered to road services and are eliminated by road workers. The road services were instructed to take special control over the quality of cleaning the main roads”, said Igor Kulyazhev, the deputy head of the Executive Committee and the chairman of the Committee for External Improvement. He said that more than 600 units of equipment and 550 road workers clean the snow from the streets of the city every day. In the days of snowfall, the number of units increases to 700 ones.

Denis Kalinkin instructed the Committee for External Improvement once again to work out in detail the issue of snow removal at dangerous intersections. “This year, road workers noticeably better follow intersections, there is less snow, which obstructs the view of drivers. But the problem still remains, and it needs to be solved”, said Denis Kalinkin.
