Azat Nigmatzyanov: “If the construction stops, it will cause the rise in price”

Works on the third house of the RC “Symphony” might be suspended.

(KZN.RU, March 1, Alsu Safina). The third house of the RC “Symphony” on Pavlyukhin Street in Kazan might be suspended. Previously, the work on the problematic site was resumed thanks to the agreement of the company “Briz” with shareholders and went ahead of schedule. However, now the contractor was in a difficult situation due to the fact that financing from the shareholders practically ceased. The situation was discussed this morning at a working meeting that was held with the participation of Azat Nigmatzyanov, the first deputy head of the Executive Committee, Andrey Belyakov, the general director of the OOO “Briz”, and a dozen shareholders.

At the beginning of the meeting, A. Belyakov said that the work at the facility is ahead of schedule. The general director of the company-contractor noted that all issues are being resolved in the working order. Today there are no technical issues or questions for network companies. According to A. Belyakov, the main problem is the failure of shareholders to pay in time.

Azat Nigmatzyanov, the first deputy head of the Executive Committee, asked about the reasons for the delays in the payments of shareholders. “Shareholders do not give a concrete answer, the reason for non-payment is not clear to us”, said the general director of the “Briz”.

Azat Nigmatzyanov marked that the “Briz” cannot continue construction due to the fact that shareholders don’t hold their part of the agreement.

“If the construction stops, it will cause the rise in price. It would be better to deliver the house and then decide any disputes. When there is something to distribute, this is a different matter”, noted A. Nigmatzyanov. “If construction has stopped, it takes a long time to start it over”.

As an example, he mentioned the first house of a residential complex, which was also completed by the “Briz”. “The experience of the first house shows that this developer is very attentive to obligations. If there are any questions, we solve them”, said the first deputy head of the Executive Committee.

One of the issues of concern for shareholders is connected to the land under the house, which is under the pledge. “Yesterday there was a meeting, the headquarters once again confirmed that the issue with the land plot, which is under encumbrance, will be resolved before the house is delivered”, assured Azat Nigmatzyanov.

The application of the bankruptcy manager of the “Fon-Riviera” about challenging the transactions between the old and the new developer of the RC “Symphony” will not affect the delivering of the house. The representative of the arbitration manager, who was also present at today's meeting, reassured the shareholders, noting that the application was filed within the law, and there is nothing wrong with that.

Shareholders are worried about the possible suspension of work and the withdrawal from the construction site of the equipment. They asked not to stop construction, noting that the next payment should be made soon. “If financing comes from you, even not regular, nothing will stop. Financing during February was almost zero”, Andrey Belyakov explained the situation.

“Andrey Belyakov turned to us and said that he had exhausted all his possibilities. Therefore, a request to you to fulfill your obligations”, first deputy head of the Executive Committee urged the shareholders. “But if the obligations are not fulfilled by one party, then they cannot be executed on the other party, too”, he said.

At the end of the meeting, the shareholders promised to talk with non-payers so that the construction of the house would not stop.
