Anastasia Latypova: “The new version of the General Plan will be clearer for the Kazan citizens”

A section of local objects went through serious changes.

Anastasia Latypova, the deputy head of the Department of Architecture and Urban Planning, announced it today at the press conference in the IA “Tatar-inform”. The public discussion of the new version of the document will begin tomorrow; the proposals of residents will be accepted within 4 days from July 29 to August 1.

Anastasia Latypova reminded that the previous version of the document was placed in the federal geographic information system of territorial planning. “The federal authorities made their comments and suggestions regarding the location of objects of federal significance”, explained the speaker. “This version could be improved taking into account the comments and sent for approval in the prescribed manner”. However, since there were many questions from the residents of the city, it was decided to resubmit the revised version of the document for public discussion.

According to the deputy head of the Department of Architecture and Urban Planning, the General Plan is a complex document that requires specialized knowledge. In this regard, it has generated many rumors and speculations. All this showed that many do not understand the specifics of the document.

“In the revised version, we tried to display the materials as comfortably as possible to make them clearer, to make additional notes and explanations”, she noted.

Thus, the section of objects of local significance is reworked completely. This section caused a mass wave of protests among Kazan citizens against the construction of kindergartens and schools. “The General Plan does not determine the location of future objects of local importance”, explained the deputy head of the Department of Architecture and Urban Planning. “The General Plan should identify the need. It should show that there are residential areas, and there are no objects that should be according to the standard. This deficit, which the Master Plan reveals, should appear in the form of certain signs on the map and text materials”.

“The corresponding badge on the map must be marked. If it is mapped in a certain place, it does not mean that a social object will appear in this place. It says that there is a need for the boundaries of the functional zone”, added Anastasia Latypova.

A note was added to the revised General Plan project so that the citizens did not have any speculations. It shows that this icon does not mean binding to the locality, but indicates a need.

“We are not talking about the number of objects, but simply the deficit. The table shows how much housing is supposed and allowed in a particular zone, how many social facilities should be depending on the number of square meters of housing”, she said.

Also, the revised version takes into account the comments of federal bodies.
