Disabled people of 1, 2 and 3 group will be able to park free of charge in specially designated places.

The cost will rise in the busiest streets and decrease on less busy ones. In addition, the total number of parking spaces will increase, and disabled people of all groups will be able to park for free. Aidar Abdulkhakov, the chairman of the Committee on Transport, told about this and other changes that will come into force on November 1, 2018.
Kazan occupies one of the leading places in the country by the number of registered cars. Today, there are 333 cars per 1000 inhabitants. The number of registered cars on September 1, 2018, was 414 thousand. Therefore, the issue of facilitating road traffic is very urgent for the city.
“That is why the city pursues an active transport policy. It is related to road construction, the introduction of an adaptive traffic management system, the prohibition of stopping and parking of vehicles on most of the central streets of the city, the cancellation of left turns and the movement of heavy trucks during the day, the introduction of dedicated lanes for public transport, the construction of multi-level and underground parking lots and other measures aimed at increasing the carrying capacity of the streets”, he said. One of the most effective measures is the organization of the parking space.
For today, the total number of municipal parking spaces is 2211 at 73 sites. The introduced system has shown its effectiveness. Over the past 5 years, the capacity of the main central streets has increased by 18%, the average speed of movement on them increased by 5 km/h.
According to A.Abdulkhakov, it is planned to cover the city territory with parking within the boundaries of the small Kazan ring by 2020. And to bring the number of parking spaces to 6000. “By November 1, 2018, the number of municipal parking spaces will increase by 1185 within near streets Nazarbaev, Narimanov, in the Chekhovsky market, streets S. Khakim, Absalyamov, Marjani, and Akhtyamov. All the complex procedures have already been carried out and work is starting on the arrangement of new places, installation of road signs and marking. The total number of parking spaces will be 3396”, said Aidar Abdulkhakov.
The functioning of parking spaces is monitored on a regular basis. Based on the results of this analysis, a decision was made to switch from a single tariff to a different one in 2017. By the end of 2017, the load on the sections with the increased tariff decreased by 23%, and on the sites with the reduced tariff increased by 88%. Since the spring, occupancy on parking lots with an increased tariff in the peak hours is more than 90%. It was decided to change the tariffs again for a more even loading of the parking space.
Thus, the cost of parking in the streets Teatralnaya, Professor Nuzhin, and Svobody Square will increase up to 100 rubles per hour. The cost on the streets Profsoyuznaya, Zhukovsky, Gogol, Yapeev, Shchapov, Lieutenant Schmidt, Kavi Najmi, and Musa Jalil will be up to 70 rubles per hour. On the streets Shahidi and Kurashova, the tariff will decrease to 30 rubles per hour.
Changes will also affect places for people with disabilities. Now 10% of the space is allocated in all municipal parking spaces, which is provided free of charge for disabled people of groups 1 and 2. From November 1, the persons belonging to the third group will be able to park under the sign “disabled”. In addition, the new rules for the issuance of car signs come into force, they now contain information about the disabled (name, date of birth, series and number of the certificate of disability, disability group, and deadline). You can get them at the Bureau of Medical and Social Expertise upon application. Locations for the disabled will be excluded from the control zone. However, if cars of this category of the population are parked in paid places, the payment rules will apply to them.
