Zimbabwe plans to learn the experience of Kazan in trade, landscaping, and personnel policy

A delegation of 34 people has arrived in Kazan

A meeting with the delegation from Zimbabwe headed by Daniel Garve, the Minister of Local Government and Public Works, took place at Kazan City Hall today. The guests will stay in Kazan for almost a week, learning about trade and public space improvement in the capital, as well as the personnel policy of the Mayor's Office.

The meeting was attended by Rustem Gafarov, the head of Kazan's Executive Committee. «Our cooperation offers many opportunities for collaboration in different areas, such as economy and tourism, education and digitalization», – he said.

Ildar Shakirov, Deputy Head of the Executive Committee, informed the representatives of Zimbabwe about the trading industry in the city. In 2024, Kazan ranked fifth among million-plus cities in terms of retail turnover. The city has about 126 shopping malls, where visitors can buy goods and enjoy a wide range of services.

The delegation will visit a state-owned urban agro-industrial park, where farmers can directly sell their products to residents. This complex combines a shopping area with a production site. The city also regularly hosts fairs where manufacturers sell their products at 14 different locations.

Igor Kulyazhev, Deputy Head of the Executive Committee, reported about Kazan's parks. In the last 10 years, the area of parks has increased by 3.5 times. The program to improve public spaces in the capital of the Republic of Tatarstan was initiated by Mayor Ilsur Metshin in 2011. The project was named «100 Squares». Since then, the number of parks in Kazan has increased to 169 and the area of their territory has reached 625 hectars.

In 2017, a federal program to improve public spaces was launched. One of the requirements for its implementation was to discuss projects with residents. As a result, 34 new sites were created. Among them, the Maloye Chaikovoye Lake Park. The project was awarded the Honor Medal of the Guangzhou International Urban Innovation Awards. Another project, the boulevard along Serova Street, is unique for its inclusivity.

The low unemployment rate in Kazan surprised the delegation from Zimbabwe. According to Bulat Aleyev, the Chief of Staff of the Executive Committee, the concept of «Kazan – the city of best employers» is successfully promoted in the capital of Tatarstan. According to the latest data, the unemployment rate in the city is 0.19%.

The delegation was interested in the personnel policy of the Mayor's Office. The strategy of the Kazan team consists of three parts. The first one, «I», provides employees with personal growth and opportunities for self-realization. The second part is about the team: how well a person can work in a team. The last part is «Service», which shows the results of their work. A community of mentors has been created to help newcomers stay on the team.
