The Mayor of Kazan has discussed support measures with the managers of shopping malls

Ilsur Metshin held a meeting as part of the work of the city anti-crisis headquarters.

Today, the managers of large shopping centers addressed the Mayor of Kazan Ilsur Metshin with proposals to fix the property tax cadastral value, to reduce tariffs for the disposal of solid municipal waste, to allow the placement of medical organizations next to shops selling alcohol.

The meeting was held as part of the work of the city anti-crisis headquarters, it was attended by the managers of shopping centers.

125 international brands were represented at the Kazan shopping centers. Over the past month, some of them left the market, as a result of which 45 stores suspended their business in the malls.

“Shopping centers account for a quarter of all the retail space in the city, - the Mayor said, opening the meeting. - Since almost all Russian shopping centers are experiencing challenges, it makes sense to accumulate all ideas and proposals to the federal center. The issues that depend on the city authorities will be considered immediately”.

At the round table, the managers of shopping malls voiced their proposals for support measures.

Fixing the cadastral value at the level of 2021

Representatives of shopping centers raised the issue of the growth of the cadastral value, based on which the property tax is calculated. The cadastral value was affected by an increase in key rate up to 20% by the Central Bank. According to representatives of shopping centers, fixing the cadastral value at the level of 2021 will help reduce the tax burden on shopping centers.

The Mayor of Kazan noted that this issue falls within the competence of the Cadastral Chamber. The city anti-crisis headquarters will make a proposal to the Tatarstan government.

Placement of medical organizations next to the shops selling alcohol

Another sensitive issue is the rental of vacant premises. According to the current legislation, medical offices and retail chains selling alcohol cannot be located next to each other. However, solving this issue by placement, for example, on different floors would increase both the flow of visitors and the кrange of the shopping center.

I.Metshin emphasized that the issue will be considered shortly.

Reduction of tariffs for the disposal of solid municipal waste

Another important issue for shopping centers is tariffs for the disposal of solid municipal waste. Representatives of the shopping centers proposed to reduce tariffs for the disposal of SMW and change the terms of assessment of charges for the service.

Ilsur Metshin instructed to analyze tariffs for the disposal of SMW in other cities and the growth of actual fees for entrepreneurs. A working group will be headed by the head of the Executive Committee Rustem Gafarov.

Vacating of premises of the closed stores

After the suspension of the work of many stores, the management of shopping centers faced the problem of vacating the premises. The manager of the Yuzhny shopping mall Lilia Ibatullina said that shopping centers do not have the right to take out the goods of closed stores, since it is their property. Thus, the shopping centers cannot invite new tenants to their premises.

I.Metshin said that the proposal to make adjustments to the legislation will be addressed to the federal center.

Other issues were also discussed at the meeting, in particular, concerning import, as well as stimulating domestic production.

In the near future, all the proposals announced at the meeting will be considered, I. Metshin noted. “We will consider proposals that can be implemented at the city level and inform about the decisions taken. Then all the initiatives will be submitted to the republican and federal level”, - he said.
