Vladimir Fomin: “The road in Derbyshky is necessary for the city’s body to live without jams”

The development of the settlement’s road network was discussed at the school №84 yesterday.

(KZN.RU, June 19). Yesterday, a meeting of residents of Derbyshki with the developers of the Kazan Master Plan took place at the school № 84 of the Sovetsky district. The meeting participants discussed the development of the road network of two settlements: Derbyshki and Nagorny. The meeting was moderated by Vladimir Fomin, an advisor to the Head of the Kazan Municipality. Representatives of the Scientific Research Institute of the General Plan of Moscow Alexander Kotenkov and Fyodor Kostylev and Roman Fathutdinov, the head of the Sovetsky district’s administration, took part in the discussion. The main topic of the meeting was the tracing of roads in the area of Derbyshki, which should be provided in the Kazan Master Plan in order to unload the city roads in the future.

The Master Plan of Kazan is planned to be adopted this year. It will determine the urban planning policy for the next 15 years. The document was developed by specialists from the General Plan Institute of Moscow. A road-transport model until 2035 is provided in the Master Plan among other aspects of the development of the city.

Last year a draft master plan was presented at a public hearing, in which the road was laid along the territory of Nagorny Settlement and the forest. However, residents of this settlement spoke against such a development of the road network. Taking into account their wishes, it was decided to return to the version that is close to what was laid down in the current Master Plan, approved back in 2007. This option provided the passage of a road along the Glavnaya Street of Derbyshki and the construction of an overpass through the railway tracks. In addition, the master plan has corridors for two roads: on Lipatov Street and on the other side of the railway. However, the residents of Derbyshki did not agree with this option for the development of the road network. In this regard, residents were shown three options for the development of the territory at the current meeting.

The first option is the materials of the current Master Plan. Vladimir Fomin reminded that they have been in the public domain for 12 years, and this option did not cause any complaints. The second option involves a corridor for the road along Topolevaya Street in Derbyshki. The third option is a highway along a forest belt near Nagorny Settlement. At the same time, the road is planned to be two-lane, noted Fyodor Kostylev, a specialist of the General Plan Institute of Moscow.

Vladimir Fomin also explained why proposals cannot be made to hold a section of the highway along the federal highway M7 or beyond it. First of all, because the federal highway M7 has a 100-meter allotment of land with a ban on the construction of any structures there. In addition, gas pipelines pass along the M7 highway.

The road, the discussion of which took almost three hours, is provided in the draft of Master Plan of the city for a reason. It is necessary to connect different parts of the city. “This road is necessary for the city’s body to live evenly, without traffic jams in the future”, said Vladimir Fomin. He added that it’s difficult to name the time frame for road construction.

The development of the transport model was based on the forecast of 450 cars per thousand people (now this figure is 430 cars per thousand people). This is not the largest increase in the number of cars by 2035. But even in this case, many streets will be stuck in jams without the development of the road network, including Mir Street, which is overloaded even now at peak hours. A catastrophic situation will occur in the Compressor Plant area and on bridges over Kazanka.

Kazan will also get stuck in traffic jams without the development of the road network and in the absence of a future road along Lipatov Street. An alternative to this road is the road on the other side of the railway tracks. Corridors for roads along railway tracks and along Lipatov Street are preserved in all three versions.

The need to provide corridors for highways is also based on the development of the city. In the future, it is planned to build about 5 thousand square meters of housing near Derbyshki. According to V. Fomin, it is important to lay the development of roads in the Master Plan now.

Residents of Derbyshki were able to voice their wishes at the meeting. The city residents themselves will choose what option will be laid out in the Master Plan of Kazan, said Vladimir Fomin. “Today, participants of the hearings were offered options of roads that pass through Derbyshki and near them. These options will be published in the materials of the Master Plan. Thus, in public discussions, Kazan residents will decide on the option that will be most relevant for the future until 2035, and maybe even further. This will be a decision of Kazan citizens”, he concluded.

In the future, the updated draft of Master Plan of the city will again be placed in the Federal Geographic Information System of territorial planning for coordination with federal agencies and ministries. And in December, the draft document will be submitted for approval by deputies of the Kazan City Duma.
