The construction of a new road began within the framework of the Big Kazan Ring

(KZN.RU, July 18, Ksenia Shvetsova). The construction of a road has started in Kazan on the section from Midkhat Bulatov Street to Boriskovskaya Street. The 800-meter four-lane road with an overpass over the Fermskoe Highway and an underpass are built within the Big Kazan Ring (BKR). Today, Denis Kalinkin, the head of the Executive Committee, inspected the construction process during a press tour with the participation of city and republican media.

The construction of the road is carried out within the framework of the national project “Safe and high-quality roads” and enters the first stage of the construction of the BKR.

AO “Institute “Tatdorproekt” developed the design and estimate documentation of the first stage. GKU “Glavtatdortrans” was the customer of the project, and OOO “Mosty RT” was the contracting organization for the bidding process.

The road construction works are in full swing today. Denis Kalinkin walked along the section of the road from Midkhat Bulatov Street to Fermskoe Highway, talked to contractors and builders, and learned about the first work done.

“On July 6, we signed a contract with the contractor; the work began on the same day”, Ruslan Musin, the deputy director for Construction of GKU “Glavtatdortrans”, said to the head of the Executive Committee. “Today we started the development of the soil. They took out about 24-25 thousand cubic meters of soil, including construction and household waste”.

The four-lane road under construction in the framework of the first stage (two lanes in each direction) will correspond to the category of main streets of citywide first-class significance. A dividing lane of 9.5 m wide for two tram tracks will be laid between them, and the pavement width will be from 2 to 4.5 m wide.

“This road will connect the territory of the Privolzhsky district with the remote territory of the industrial zone. This will improve the transport accessibility of the city, solve the problem of congestion not only on Tulskaya Street, but also on adjacent streets”, said Eduard Vafin, the deputy chairman of the Committee for External Improvement. “Thanks to the road, residents will reach the center in 10-15 minutes. After the completion of the first stage of construction, we will be able to round the tram traffic”.

An overpass with a length of almost 110 m and a width of 36 m will be built for 4 lanes of traffic over the Fermskoe Highway in the framework of the first stage. The construction of the overpass will require the retaining walls in the direction of travel. According to R. Musin, these works will start soon. “In the coming days, we plan to continue excavation work and go to Fermskoe Highway”, said R. Musin. “Shortly, we will bring the drilling units. Three retaining walls will be built on the approach to the future overpass, and another freestanding one to maintain the slope and prevent the ground from sliding down”.

The complex of works also provides for the reorganization of the existing engineering communications, the construction of networks of storm sewage, lighting, tram lines, and road safety elements. Eduard Vafin, the deputy chairman of the Committee for External Improvement, noted that the reorganization of utilities (gas pipeline, water mains, and communications) has already begun. In total, 92 workers and 57 units of equipment were involved in the construction work.

In addition to the overpass, it is also planned to build an underpass for pedestrians. It will be located closer to Boriskovskaya Street. “We also intend to start work on creating passages this year”, Ruslan Musin shared the plans. “It will be 109 meters long, 4 meters wide, and 2.3 meters high. It is an important object. It is necessary so that residents can safely cross the roadway with busy traffic”.

350 million rubles were allocated from the regional budget for the construction of the first stage as part of the road works program for 2019. Additional federal funding was made for the same amount. An agreement was signed between Rosavtodor and Tatarstan within the framework of the national project “Safe and high-quality roads”. The total cost of work under the state contract is 2 billion 339 million rubles.

The construction of the road in the area from Midhat Bulatov Street to Boriskovskaya Street is planned to be completed for August 30, 2020, the celebration of the 100th anniversary of the TASSR.

According to R. Musin, the second stage will include the construction of a section of the road from Boriskovskaya Street with an exit to Tikhoretskaya Street. Pre-design studies are underway. A road bridge will be created with a length of almost 2 km from Midkhat Bulatov Street to Tikhoretskaya Street within the framework of the second phase of construction. It will connect Pobedy Prospect and Baki Urmanche Street with the Magistralnaya Street through Tikhoretskaya Street. Thus, the industrial zone between the Volga and the Kaban lakes with the residential part of the city, located to the west of the lakes, will be connected by the shortest path.

Private houses and garden plots fall into the construction zone on the new site of BKR from Midkhat Bulatov Street to Boriskovskaya Street. In total, 17 land plots with individual houses, 57 garden plots with buildings, and 2 trade pavilions. Real estate is purchased from the owners at market value, which is set based on the evaluation of independent experts.

“The value of the property is set by the market. We looked at the prices of houses in the settlements, and everywhere you can buy real estate for these funds. Therefore, residents do not have indignation, everything is decided in a dialogue”, commented Denis Kalinkin. “Well, the most important thing is that this road was laid in the General Plan of the city in 1969. That is, people knew that there is a “red line” and someday they will build a road here. All this was well understood”.

Today, all owners of individual houses have agreed to buy real estate, and many have already managed to move to a new house. The family of the Kamalievs is among them. Not so long ago, the Kamalievs moved to a new two-room apartment in N. Ershov Street. “We had a house here, just three years ago we built the second floor”, said Marat Kamaliev, the father of the family. “It was a pity, but we understood that the road is needed, it is inevitable. When we bought the house, we were warned that it was in the “red lines” and a road would be there. Well, it so happened that we have to move again”.

According to M. Kamaliev, the family agreed with the experts at once. “Our house is assessed at market value. We perfectly understood that if in a different situation we were selling the house ourselves for such a price, we would be forced to leave everything, furniture, and appliances. And this way we get to take out everything”, explains M. Kamaliev. “Few neighbors were dissatisfied, but still, most people treated this with understanding”.

The Big Kazan Ring has been built since 2010 as an urban ring highway for the organization of continuous movement. Before the Universiade-2013, a section of the BKR was reconstructed along Yamashev Prospect and Pobeda Prospect. Interchanges were built at the intersection of Dekabristov Street and Lenskaya Street, Amirkhan Prospect and Yamashev Prospect. Zorge, and others.

In total, 6 billion 300 million rubles were allocated for road works in Kazan this year. 2 billion 350 million rubles were allocated as part of the federal project “Safe and high-quality roads”. 1 billion rubles was spent on repairing yard territories.
