The reception of the residents on topical issues took place in the “Salavat Kupere”

Officials of municipal and republican authorities answered questions from residents of the micro-district.

Yesterday, the Polytechnic school №182 was the platform for reception of the residents on issues of the micro-district “Salavat Kupere”, where 7 thousand people live in 20 new buildings of the first stage. More than a hundred residents visited the school and asked questions to representatives of various state and municipal authorities. Among the most frequently heard were questions about the transport and road infrastructure of the neighborhood, the improvement and creation of new public spaces, and the construction of social facilities in the residential complex.

Sergey Mironov, the head of the Kirovsky and Moskovsly districts’ administration of Kazan, reminded that for more than a year the administration of the districts has been in constant dialogue with the residents of the micro-district. “Genuinely, you are the most active and most demanding citizens. Together with the republican ministries and departments, we are progressively moving towards the formation of a normal urban environment. Probably not as fast as you would like, but surely and in the right direction”, he marked.

Then the conversation continued in a question-answer mode, in which representatives of ministries and departments of the republic, the Executive Committee of Kazan, construction organizations, and management companies took part.

One of the first was a question related to the movement of the route №62, which was extended to the “Salavat Kupere” at the request of local residents.

The extension of the route has improved the transport situation, but the residents' complaint is connected with the bus schedule. They arrive at the stop with a delay, the interval between buses reaches 45 minutes.

Irina Chuprova, an acting chairperson of the Transport Committee, said that 16 buses go on the route daily. But with an increase in passenger traffic, their number will be increased to 22 units. “We ordered the carrier to bring to the residents the exact schedule of buses. We’ll think about reducing the length of the route”, commented I. Chuprova.

Sergey Mironov noted that residents often turn to him with a request to launch the route directly into the residential complex and now this issue is being worked out. “It’s not that simple to start a new bus route, there must be some arrangements, install traffic lights, put 3 bus-stops. All this requires financial costs, we will work on this issue, look for a solution”, S. Mironov assured the residents.

The route №36, which goes fr om the Clothing market to Osinovo runs steadily, according to residents, there are no complaints.

Residents raised the issue of the cancellation of the free bus from the “Salavat Kupere” to the children's polyclinic №4 in Yudino. Until recently, the bus was operated on a rotational basis, making 8 runs a day. The route was launched as a temporary measure at the request of residents after their meeting with Ilsur Metshin, the Mayor of Kazan, in the summer of last year.

As practice has shown, 2-3 people arrived at the polyclinic on a preferential transport daily, and the passengers mostly used the bus for free to get to the residential area Yudino. “The route was opened temporarily specifically for mothers with children for a period of 3 months. Then, it was extended until July 2018 and once again until November of the current year. This route was initially unprofitable for the carrier. The bus traveled for 2-3 people, and other 40 passengers went free of charge to the interchange on the Gorkovskoe Highway”, explained S. Mironov.

Residents of the “Salavat Kupere” offered to return the bus, but to make the fare paid until the children's clinic operates in the residential complex. The Committee on Transport assured that they would work on this issue.

The opening of a children's clinic in the “Salavat Kupere” is scheduled for the end of winter-the beginning of spring 2019.

Most likely, it would be more efficient to build an alternate road that would unload the Gorkovskoe Highway, and thus we could launch a parallel transport that leaves Kazan, bypassing the Gorkovskoe Highway. And vice versa, who needs to enter the city, they won't get to Kirovskoye ring”, explained Igor Kulyazhev.

Another pressing issue for residents was the lack of parking spaces. According to the general plan, the RC provides for the construction of two parking lots. Today, every third resident in the micro-district “Salavat Kupere” is younger than 16 years old. Therefore, creation of conditions for the education of leisure and development of children is among the priorities. Now there are two kindergartens, which are attended by more than 700 children. But they do not cover the existing need, and the queue in preschool institutions is about 1000 people. Ilnar Khidiyatov, the head of the Kazan Department of Education, said that on September 1 of the next year, two kindergartens will be opened in the “Salavat Kupere”, and the enrolling in them will begin in the summer.

In addition, there is an opportunity to open private kindergartens on the first floors of residential buildings in the RC. However, no applications have been received yet from the entrepreneurs. “Most of the premises are empty”, said Vladimir Nikiforov, the deputy executive director of the Civil Fund under the President of the RF.

Thus, in June, a request was received to equip the basketball court in the yard of the house №6 in Arslanov Street. In July, the object was repaired. Now residents are asking to make a hockey box.

A large-scale project on the construction of the “Salavat Kupere” with an area of 400 hectares in Zalesny was announced in 2011 on the initiative of the President of the RT. The draft plan was developed by the GUP “Tatinvestgrazhdanproekt” at the request of the State Housing Fund.
