V. Putin: “We need to rely on the experience of Moscow and Kazan in the development of public spaces”

The President of the RF is holding a meeting of the State Council Presidium of the RF in Innopolis.

(KZN.RU, February 12). Vladimir Putin, the President of the Russian Federation, is holding a meeting of the State Council Presidium of the Russian Federation in Innopolis. Rustam Minnikhanov, the President of the RT, and other heads of the subjects of the Russian Federation take part in it.

The meeting participants are discussing the work of the executive authorities of the subjects on improving the living conditions of the population and creating a favorable urban environment, reports the press service of the President of the RT.

In his opening speech, Vladimir Putin touched upon the topic of deceived shareholders. He noted that now there are over a million equity agreements in the country. The President of the RF urged for ensuring their full implementation, as well as protecting the rights of defrauded shareholders who “lost their homes and savings” due to unfair companies.

“I appeal to the leaders of the federation subjects. Certainly, one should not delay in solving the problem of people. They expect from us timely active and effective actions. There is a successful experience of such work, including Tatarstan. We need to adopt these practices and propose new effective measures”, added the head of the country.

In addition, V. Putin mentioned the formation of a favorable urban environment. In 6 years, over 30 thousand public spaces will be renovated in Russia: parks, squares, embankments, and walking areas. In this work, the best world practices and personal experience will be taken as an example, including the experience of Moscow, Kazan, and other cities that hosted the World Cup.

Vladimir Putin noted that the construction industry is currently undergoing major changes, a stage of deep reform. A new scheme for financing housing has been launched on July 1. The role of banks, which will provide loans for specific projects, as well as control the construction progress, will significantly increase. The President of the RF drew the attention of the Government and the Central Bank to the need to clearly coordinate work with developers and credit organizations, build and debug all the mechanisms. It will be done for this transition to be as smooth as possible for the industry so that banks would be motivated to lend to developers.

“Business and citizens concern that the transition to project financing may adversely affect complex development; problems will arise with the commissioning of social infrastructure facilities, it will simply be difficult for developers to do this, resources will not be enough. As you know, according to the new rules, it will be prohibited to attract citizens' money to the construction of social infrastructure. I would certainly like to hear your thoughts on this topic”, the head of the country addressed the meeting participants.

The President of Russia marked that the guarantee of the progressive development of the construction sector is a steady demand for housing. In this regard, the situation in the mortgage market requires special attention. Earlier, there was an increase in mortgage rates. But, according to Vladimir Putin, this is a short-term and one-time effect. “Today there is no reason to think otherwise. We need to closely monitor this and stimulate the market accordingly”, he said.

The President of the RF also urged for the active involvement of young architects and designers in the improvement of public spaces, especially from the graduates of the program “Architectory.RF”. “The most important thing is that citizens themselves participate in the formation of the urban environment. People must be trusted to decide what our cities and settlement should be like”, concluded Vladimir Putin.
