The results of the closing season of seasonal trade were summed up today at the Business Monday by Ruslan Fazylyanov, the chairman of the Consumer Market Committee. This year, daily raids with the use of exemptions were conducted on more than 40 spots of unauthorized trade. Denis Kalinkin, the head of the Kazan Executive Committee, noted that there can be no civilized city without a civilized trade. Therefore, the city authorities will not leave work against the illegal trade. </p> <p> </p> <p> This year, fewer objects were put up at auctions than last year. R. Fazylyanov marked that the main goal is to streamline street trade, not the profit from seasonal objects. He also noted that this year, an innovation was the holding of auctions in parks and squares. The places were sold before April 1, thanks to which entrepreneurs could prepare in advance for the start of seasonal trade. </p> <p> </p> <p> The high interest for entrepreneurs was trading places located on the central streets of Kazan. For example, the price for the sale of four locations for ice cream on Bauman Street at the auction was 25 thousand rubles at the start. It rose to 1 million 400 thousand rubles for every spot. </p> <p> </p> <p> There were changes in the appearance of summer terraces on the central pedestrian street of Kazan. This concerns both their design and location, which now does not have to be close to the main institution. “We have moved forward from previously criticized bulky podiums and roofs. They were replaced by lightweight designs of decorative fences and umbrellas. Guests of the city also appreciated the beauty of summer terraces during the days of the World Cup matches. The restaurateurs themselves confirm the increase in traffic by 1.5 times”, noted R. Thus, those who had previously worked illegally and created illegal competition to good entrepreneurs, this year were legalized by winning auctions”, said the speaker. After placement, they were subject to verification by the control and acceptance commission. It included representatives of the Consumer Market Committee, districts’ administrations, the Office of Architecture and Urban Planning, and the Land and Property Relations Committee. They identified violations and made observations. Among the most frequent, R. Fazylyanov highlighted the excess of the occupied area prescribed in the contract, the inconsistency of the type of sales counter with a typical project, doubts about its safety, the actual placement of objects covering the sidewalk or triangle of visibility for motorists at intersections. </p> <p> </p> <p> In addition, this year daily raids to eliminate them were conducted on more than 40 spots of unauthorized trading. “The existing fines ranging from one to three thousand rubles for unauthorized trading are insignificant and cannot be eradicated. In this connection, this season, an emphasis was placed on the implementation of a new withdrawal procedure, approved by a decision of the Executive Committee”, marked R. Fazylyanov. </p> <p> </p> <p> “There are easy-money lovers who like to plead for sympathy, call themselves entrepreneurs, although they do not pay taxes. And most importantly, they put their customers at risk, because there are no quality certificates for the products they sell. However, today they no longer behave as brazenly as before. But we are not going to make the best of a bad bargain. It is precisely this that dictates the tough measures that are approved by the decision of the city. This is the seizure of goods, permanent raids, which are held this year. We will not leave this job halfway. The placement scheme was worked out, the regulatory framework was created, the work on organizing auctions was debugged, preventive measures were found, and conditions for working with the law are softened. No matter how difficult it is, we must go to the bitter end”, Denis Kalinkin, the head of the Kazan Executive Committee, commented on the report. </p> <p> </p> <p> Preparations for the upcoming season have already begun. Changes are being made to the existing scheme. In connection with the demand for mobile commerce, the territory of the food trucks will expand. It is planned to modernize standard projects of seasonal objects. For example, the Department of Food and Social Catering has developed and built 10 objects for the field trade, the projects of which they plan to recommend to entrepreneurs. </p> <p> </p> <p> “This year almost all entrepreneurs tried to make objects according to standard designs. But, unfortunately, not all of the objects looked appropriate. The main task is to make seasonal trade objects attractive and worthy of our citizens”, said R. Fazylyanov. </p> <p> </p> <p> Concluding the report, he appealed to his colleagues from the districts’ administrations, the Office of Architecture, the Administrative Commission and the Committee of Land and Property Relations with a request not to reduce control over the trading activities in the city. </p> <p> </p> <p> “It’s not easy to reach the ideal here, but it is necessary to move in this direction.
