Aidar Abdulhakov spoke about the conclusions of the Commission for Road Safety.

Aidar Abdulkhakov, the chairman of the Committee on Transport of Kazan, spoke about the pros and cons of the organization of urban passenger transport in Samara at the meeting of the Commission for Road Safety today. Representatives of the Kazan Transport Committee visited the Transport Department of Samara and two large transport enterprises of the city on behalf of the Cabinet of Ministers of the RT.
Aidar Abdulkhakov said that today, there are two types of routes in Samara operating at social and commercial tariffs. The public transport operates in most Russian cities according to this mode, he noted.
Samara has entered into contracts with two carriers to service commercial routes. They hire a large number of small carriers on routes under the freight contract. Thus, there are more than 600 low-capacity buses on 34 commercial routes. Travel in such a vehicle costs 30 rubles, benefits are not available, payment is made only by cash.
There are three carriers on the social routes and one bus company. Thus, passengers are carried by metro transportation, 22 tram routes for 270 units, 14 trolleybus routes for 247 units, and 49 bus routes for 430 units. There is a discount for students, schoolchildren and other privileged categories of citizens. From January 1 of this year, travel on social routes costs 28 rubles; you can pay for the trip in cash or by card. Today, travels in Kazan costs 25 rubles in cash, 23 rubles by a transport card, and 15 rubles for beneficiaries.
“The budgets compensate the carrier for the amount for the transportation of beneficiaries to the amount of the current tariff. Also, another 1 ruble is additionally compensated to the economically sound fare for each trip of one passenger (29 rubles). This is undoubtedly an advantage in the organization of the city’s transport system”, explained A. Abdulhakov. He added that last year more than 1.5 billion rubles were allocated from the regional and city budgets. This year, it would be about 2 billion rubles.
In his speech, the speaker also gave statistics of accidents in Samara, committed by drivers of public transport. Thus, last year 39 incidents were recorded, in which 1 person died and 72 suffered. However, in this statistics, firstly, the incidents of passengers falling in the passenger compartment of vehicles that did not cause serious consequences were not taken into account, and secondly, traffic accidents on commercial routes are not included. Therefore, it is impossible to consider this statistics complete.
Aidar Abdulkhakov noted the system of payroll to drivers and conductors as one of the main advantages of the work of transport in Samara. “The salary of drivers depend on the fulfillment of seven indicators. The most important are the execution of runs, the observance of schedules and the implementation of the plan for the number of passengers carried. The salary of the conductor directly depends on the fulfillment of the plan by the number of passengers transported. Thus, the implementation of the revenue collection plan is actually present in the system of indicators, being a derivative of the volume of transported passengers”, said A. Abdulkhakov and suggested using the same system in Kazan.
Denis Kalinkin, the head of the Kazan Executive Committee, supported the idea. He added that excluding the dependence of the income of public transport drivers on the transportation plan they carried out is important, but by no means it is the only and fundamental factor.
