The work on the comprehensive reform of municipal services is underway in Kazan

The experience of the capital of Tatarstan must be transmitted to all municipalities of the republic, said R. Minnikhanov.

(KZN.RU, February 26). The results of the work of the Project Office on the comprehensive reform of municipal services were presented today at the reporting XXXII session of the Kazan City Duma by Radik Shafigullin, the deputy head of the Executive Committee.

Radik Shafigullin reported that the Project Office has been implemented at the Kazan Executive Committee over the past year and a half on behalf of Ilsur Metshin, the Mayor of the Tatarstan’s capital. The task of the Project Office was to improve the quality, availability, and transparency of municipal services, their maximum transfer to electronic form.

Previously, consumers of services were not satisfied with the speed of service provision, complained about their lack of transparency and non-compliance with the terms of service delivery to regulated terms and other problems.

R. Shafigullin noted that one of the most demanded municipal services is the provision of a land development plan. “Based on the results of the analysis, redundant operations were identified, optimization measures were carried out. It made it possible to halve the number of participants in the process, 4 times the number of internal stages, and as a result, the period for providing this service decreased exactly 4 times from 60 to 15 days”, said the speaker.

He said that 16 municipal services were processed during the implementation of the project. As a result, the deadlines for the provision of services were reduced from 1.2 to 4.2 times, internal processes were put in order, and staff productivity increased.

The task was set to maximally automate all processes, especially periodically repeating ones, marked R. Shafigullin. “Clear instructions for working with documents have appeared, standards for communicating with visitors have been introduced, and brief guidebooks for services have been prepared for clients”, added the deputy head of the Executive Committee. As a result, mechanisms were developed to automate the preparation of Executive Committee resolutions, letters, and town planning conclusions. In addition, they introduced a new function of informing citizens about the readiness of their applications by SMS. “It seems to be such a simple function, but it allowed the release of 1.5 hours a day for each employee who provides municipal services. We received a huge amount of positive feedback from both employees and applicants”, said the deputy head of the Executive Committee.

Radik Shafigullin also reported that with the resource organizations operating in the city, agreements were signed on the transition to electronic interaction with the Executive Committee in the preparation of the land development plan. It significantly reduced the time needed to agree on the documents.

When implementing the Project Office, much attention was paid to finding an IT solution that could become a single platform, on the basis of which one could create a full-fledged digital model of the city development.

“The analysis showed that the software products of colleagues from other cities are mostly concentrated on urban planning and architecture. We decided to expand the functionality and create a comprehensive geographic information system. It will include issues of urban planning and landscaping, accounting and use of municipal property, licensing functions in the construction industry”, said R. Shafigullin. He added that today the work on implementing the first phase of the project, which should be completed in April, is carrying out. The full result of the project is expected by May next year.

The main results of the project were optimization and automation of 16 municipal services and a reduction in the terms of their provision, transfer of another 23 services to digital format. In addition, the project resulted in a savings of 7.3 million rubles. The project completed at the end of last year is planned to be improved and expanded.

Rustam Minnikhanov, the President of the RT, who took part in the work of the session, noted that the experience of Kazan should be transmitted to all municipalities of the republic. “Your platform should be a base not only for Kazan, but also for other municipalities. This is a huge amount of services. We must understand how this should work. You have done only a part in electronic form, and there is already an effect. Let's work on this project together”, said R. Minnikhanov.
