The first deputy head of the Executive Committee, Azat Nigmatzyanov, handed the commissioning permission to the developer.
In Kazan, a problematic house has been commissioned at the Melodiya residential complex on Gabisheva Street 18a. In the near future, 182 defrauded homebuyers will move into their long-awaited apartments. Today, Azat Nigmatzyanov, the first deputy head of the Executive Committee of Kazan, handed the developer – the Defrauded Homebuyers Fund – a commissioning permit and congratulated the homebuyers on the long-awaited event.
The construction of an 18-storey building with 170 apartments began in September 2016 by Pik+ Company, it was planned to be commissioned in 2017. However, despite the high degree of readiness of the house, the construction was not finished. By the end of 2019, the long-term construction was included in the Unified Register of Problematic Housing, and on April 8, 2021, the developer was declared bankrupt. In October 2021, the Supervisory Board of the DOM.RF Fund has decided to finance the further construction of the house.
The Defrauded Homebuyers Fund of Tatarstan acted as the new developer, and the contractor was the Briz group of the company, which finished the construction of the houses of the Svei Company. Construction and installation work was completed this summer.
The gross residential area of the house is about 7,400 sq.m. with administrative premises. On the ground floor of the house, it is planned to open a municipal kindergarten for 29 children from three to seven years. In addition, 127 parking spaces are organized for residents: 84 – in the underground parking, the rest – in the yard. There are sports, playgrounds, and a container area for separate waste collection.
“Despite the high degree of readiness of the house, the contractor has done a large amount of high-quality work. Residents are provided with parking spaces, pre-finishing is done in the apartments, there is a well-maintained house territory. It has all infrastructure of premium-class residential complexes”, - Azat Nigmatzyanov noted, inspecting the commissioned building.
After that, Ivan Novikov, the deputy head of the Executive Committee handed the executive director of the Defrauded Homebuyers Fund of Tatarstan, permission to put the house into operation. In turn, Director General of the Briz group of the company Andrey Belyakov handed the developer a symbolic key to the house, which marked the readiness of the house. As Ivan Novikov explained, the owners will move into the apartments after September 20.
Kazan faced the problem of defrauded homebuyers in 2008. At that time, there were 74 problematic houses in the capital of Tatarstan. By 2014, thanks to the work of the government of the republic and the city, the situation was resolved. However, the following year, there were 30 more unfinished houses in the city, and a second wave of defrauded homebuyers appeared. “The residents of the house had to move into the apartments back in 2017. The main thing is that after five years justice has been done, - A.Nigmatzyanov stressed. – I really hope there will be no more defrauded homebuyers in the city”.
