The construction of another unfinished building of defrauded homebuyers has been completed - the first house of the residential complex “Molodezhny”

Rustam Nigmatullin and Ilsur Metshin congratulated 108 families on the new homes.

Today, the third long-term construction has been completed in Kazan -the first house of the residential complex “Molodezhny”. First deputy Prime Minister Rustam Nigmatullin and the mayor of Kazan Ilsur Metshin congratulated the new tenants on the long-awaited event.

“We’ve been waiting for 5 years, it is an exciting moment for us”

The building of the house for 108 apartments was started in 2014 by a construction company “Fon”. In 2015, due to financial pressure, the construction was stopped. Last year, OOO “Ak Tash Invest” joined the completion of the unfinished venue.

“It is the fifth house of defrauded homebuyers that has been finally constructed in the Republic this year, in Kazan – the third. We hope to finish the construction of five more houses in the Republic by the end of the year”, – Rustam Nigmatullin noted.

Rustam Nigmatullin and Ilsur Metshin inspected two apartments in the house with a base building condition.

Elena Semyonova on behalf of all shareholders thanked the Republican government and the mayor. She expressed special gratitude to the first deputy head of the Executive Committee Azat Nigmatzyanov. “We’ve been waiting for 5 years -it is a long time. For us, this is an exciting and important moment, because for many of us it is the first apartment,” - said Elena Semyonova.

“We finished the construction of every home with incredible efforts”

The so-called first wave of defrauded homebuyers was in 2008. At that time there were 75 problem venues in Kazan. “We were close to resolve a problem, but in 2015 there appeared 30 more problem houses”, - the mayor reminded.

In 2018, a Republican Fund was established to solve the problems of defrauded homebuyers in Tatarstan.

Before that, the problems, according to the mayor, had to be solved occasionally. “All 30 houses are challenging, with different issues. The only similarity is defrauded homebuyers, people who paid their money or home loans, - said I. Metshin. - Together with the President of Tatarstan and the Government of the Republic, we made decisions for each house. We finished the construction with incredible efforts.”

I.Metshin noted that by the beginning of 2020 only 10 out of 30 buildings will remain unfinished in Kazan.

The mayor of Kazan has reminded that a decision was made at the Federal Government which will allow to avoid new cases with defrauded homebuyers. Thus, in Russia, the Federal legislation has been changed. The new procedure, which began to operate this year, provides for the transition of developers from equity contracts to project financing, and the funds of shareholders will arrive in the escrow accounts of authorized banks.

The houses of the deceived shareholders will be completed together with the Dom.RF

This year, another fund was created in Tatarstan to solve the problems of defrauded homebuyers, which will work directly with the Federal Fund Dom.RF.

“It is important that on the eve of the new year we have a clear understanding of how we will finish the construction of each house - in what terms and by what means,” - I.Metshin said in his turn.
