The construction of 14 projects in the historic center of the city was considered in Kazan

(KZN.RU, September 6). Rustam Minnikhanov, the President of the RT, held the next meeting of the interdepartmental commission on urban development in historical settlements today. The projects of new construction in the historical center of Kazan, Sviyazhsk, and Chistopol were considered at the meeting. In addition, a number of projects were reviewed again.

Tatiana Prokofieva, the chief architect of Kazan, presented projects of construction of 14 objects in the historical center of Kazan.

The first project was the restoration of the existing factory building (the Petzold brewery complex, 1905), the administrative and residential complex Loft Quarter Krasny Vostok. The project has already been considered at the commission. It is located near the Staro-Tatarskaya Sloboda.

Rustam Minnikhanov drew the commission's attention to the number of floors (6 floors). In his opinion, this project can be realized with possible lowering of the storeys. The President reminded that it is necessary to observe a lowered number of storeys in the area of the Kaban Lake and near the Staro-Tatarskaya Sloboda in order not to spoil the existing view and to preserve the appearance of the old Kazan.

The second one was a project of a one-storey residential building on Fatkullin Street. The project recreates the appearance of buildings characteristic of the historical environment of the old Kazan.

The project was approved by the members of the commission. Rustam Minnikhanov suggested bringing more decor elements in the design.

Next was the project of a two-storey residential building on Shchepkin Street, №16. Representatives of the architectural community noted that the building project corresponds to the historical building.

Rustam Minnikhanov suggested using standard projects in construction, for example, Ravil Aidarov's “Kazan Wooden House”. In his opinion, these architectural solutions will help preserve the historical appearance of Kazan and won’t violate the existing type of territory.

The fourth one was the project of a four-storey administrative and office building on Gladilov Street. The project was approved by the members of the commission.

Another project was the reconstruction of the fur factory on S. Sadykova Street, №59. It also received approval, taking into account the change in the color of the facade.

The project of a new building on F. Karim Street near Yunusovskaya Square (shopping gallery) was sent for revision. According to the commission members, the project does not fit the general view of existing buildings. In addition, it was proposed to revise the appearance and design of the first floors for commercial premises.

The commission approved the project of the chapel in honor of finding the icon of the Tikhvin Mother of God in the memorial garden on the site of the churchyard of the XVIII-XIX centuries at the Tikhvinskaya church of Kazan.

Further, the project of a yacht club on the Lokomotiv Peninsula was approved, taking into account the improvement and reconstruction of the roofing solution of the facility.

The project to reconstruct the building of the Davydov Hotel on Nazarbayev Street, №35a, was also approved. In this case, it was recommended to refine the color solution of the facade.

The following was the project of the construction of the hotel in Roshcha Frunze on Kalinin Street, №2. Two options of the construction were presented. Both options were sent for revision, later it will be reviewed again.

The project of a complex of multi-apartment houses non-residential premises in Shcherbakovskiy Pereulok, №7, was postponed. Rustam Minnikhanov said that the construction of high-rise buildings is unacceptable in the area of streets Tikhomirnov and Shcherbakovsky Pereulok. According to him, this ruins the view of the existing building in the very center of Kazan. Rustam Minnikhanov also reminded that this road is a kind of gateway to the center of Kazan from the airport, and a multi-storey construction won’t let to see the beauty of the city, to appreciate the historical shape.

The authors of the project of a residential complex on Kalinina Street, №1, were asked to work out the issue of reducing the number of building floors.

The project of the annex to the building of the UFSIN in Bolshaya Street, №98, again was not approved by the members of the commission. Rustam Minnikhanov instructed to work out the issue of providing the UFSIN with a land plot for the construction of an object in another area of Kazan. He also proposed to compensate the department for the costs of developing the project provided that it could be transferred to another site, reports the press service of the President of the RT.

The last project was the construction of a residential complex with a 3-5-9-12-14-storey building on Engels Street (the site is limited by streets Khalturin-Krasnokokshaiskaya-Bolshaya Krylovka). The project was already submitted for discussion by the commission, but was not approved due to the number of floors (about 20 floors). The project presented today is created taking into account the variable number of storeys. There are no violations of the number of storeys for this micro-district. The project was approved.

Olesya Baltusova, an assistant to the President of the RT, Denis Kalinkin, the head of the Kazan Executive Committee, Irek Fayzullin, the minister of Construction, Architecture and Housing of the RT, Ildus Nafikov, the Prosecutor of the RT, Svetlana Persova, the deputy minister of Culture of the RT, and others attended the meeting.
