According to experts, separate funding is needed for the repair of such houses.
(KZN.RU, August 12, Ksenia Shvetsova). The 3-year program for the overhaul of the Kazan Housing Fund for 2020-2022 will include apartment buildings that are objects of cultural heritage. Updating them requires more funds than ordinary houses, so we need to look for new ways and solutions, said Ilsur Metshin, the Mayor of Kazan, at the Business Monday today.
The formation of a new 3-year overhaul program is being carried out jointly with the Ministry of Construction, Architecture and Housing and Communal Services of the RT, the Fund “ZhKKh RT”, and district administrations and management companies, said Dmitry Anisimov, the chairman of the Housing and Communal Services Committee. It is planned to include 649 houses and develop design estimates for another 428 houses.
Objects of cultural heritage are among the houses that are planned to be included in the program. “The cost of repairing such houses is many times higher because the prices are different. We need a separate program and financing for this work”, believes D. Anisimov. He also explained that in addition to houses that are objects of cultural heritage, there are houses with cultural heritage features. Repair work in such houses is also different and require different approaches.
“This year we planned a renovation in the house №183 on Dekabristov Street. It is a house with features of cultural heritage. And it is very troubling for us because we put funds into the project as in all houses, and it requires larger investments”, D. Anisimov gave an example.
One of the reasons why more money is needed to repair houses of cultural heritage is the small number of owners living in such houses. Thus, the contribution of homeowners to the cost of work is minimal.
“Repair of cultural heritage buildings is a new stage for us. There are completely different numbers”, agreed Ilsur Metshin, the Mayor of Kazan. “It is necessary to raise this issue with the leadership together with our colleagues from the State Committee for the Protection of Cultural Heritage Sites. We can’t leave home in this state. We need to look for new ways. It is necessary to discuss this with our colleagues from the Government”.
Today the overhaul of the housing stock in Kazan is complete by 73%. In total, 243 houses were included in the program this year.
