Participants discussed the conditions of recreation and labor and the level of crime among children and adolescents.

Prevention of juvenile delinquency, the organization of recreation and labor for schoolchildren, and other issues were discussed at the Kazan Executive Committee at the meeting on the protection of the rights of minors. It was held by Rustem Gafarov, the first deputy head of the Executive Committee, yesterday. Deputy heads of districts for social issues, chairmen of commissions for minors and protecting their rights attended the meeting.
The meeting began with a discussion of measures to prevent juvenile crime in 4 months of the current year. Natalia Alexandrova, the head of the juvenile affairs department of the Ministry of Internal Affairs of Russia for Kazan, reported on this issue. She noted that over the past years, there has been a steady decline in the number of crimes committed by minors in Kazan. Thus, a 2-time decrease in the number of crimes in the sphere of illicit drug trafficking is observed, the number of robberies and thefts has decreased. 77 minors became involved in crimes, which is a quarter less than the same period last year.
“However, this year there has been a slight increase in juvenile delinquency compared with last year. It is less than 2 percent”, said N. Aleksandrova.
Aisylu Khamzina, the chairperson of the commission on juvenile affairs and the protection of their rights in the Sovetsky district, spoke about the ongoing work on the prevention of offenses and crimes among minors. According to statistics, the number of children in the Sovetsky district is 64 thousand 371 people. 244 minors and 269 families are on the preventive register in the internal affairs bodies of the region, she noted.
“40 deputy directors for educational work, 1203 class teachers, 43 psychological teachers, 11 social teachers work in the district”, reported A. Khamzina. “A set of activities has been developed in all educational institutions for students and parents. It consists of class hours, a psychologist’s work, work with the parent community, inviting interested persons and services of the district and the city”.
One of the reasons for the increase in crime among children and adolescents is that they are by themselves in their free time, noted the meeting participants. Therefore, it is important to organize summer holidays for children and teenagers of a special category of attention. This year, organized recreation will cover 30265 people. 14520 children will go to country camps, said Airat Faizov, the chairman of the Committee on Children and Youth Affairs. In particular, a summer family shift will be held for the sixth time for families with children in difficult life situations who are registered with the guardianship bodies and the commission on juvenile affairs.
“The rehabilitation of children in difficult life situations is under the special control of the state. This summer, 580 children of this category will go to the camps and sanatoriums of the republic”, said A. Faizov.
In addition to recreation, children in the summer period also need to be provided with employment conditions. According to Elmira Takhaviyeva, the deputy head of the Department of Education, almost 10 million rubles were allocated from the city budget for this purpose this year. 1194 jobs have created on the basis of schools for children from 14 to 18 years old. They will participate in the improvement and greening of school grounds, assist in the work of school camps, and prepare the library for the new school year. Students aged 14–15 work 3 hours a day, their salary after taxes is 5257 rubles, and children aged 16–17 work 5 hours a day, their salary will be about 6 thousand rubles.
“A lot of work has been done, but it’s too early to stop. It is necessary to strengthen the work on operational interaction between municipal educational institutions and law enforcement agencies. We must jointly solve problems”, R. Gafarov instructed at the end of the meeting.
