It is expected that the working group will include representatives of the Executive Committee, regions of the RT, utilities, as well as an initiative group of large families. This became known during a meeting in the Executive Committee of the city on the issues of allocation and development of large land, transport, social services of territories and communal infrastructure of the allocated plots.
The meeting was chaired by Radik Shafigullin, the deputy head of the Executive Committee of the city. It was attended by Rustem Gafarov, Renat Galyautdinov, the first deputy director of the Executive Committee, the chairman of the Committee on Land and Property Relations, Ramil Khakimullin, the deputy head of the Executive Committee of the Vysokogorsky District, representatives of ministries and departments.
Radik Shafigullin noted that measures to provide large families with land have been carried out since 2011. Today, families can get free plots in the territories of Vysokogorsky, Laishevsky districts of Tatarstan, as well as in settlements Konstantinovka and Bolshie Derbyshki in Kazan.
During the existence of the program, 5905 families received land plots.
“Every month, city district administrations register from 100 to 140 large families. At the start of the program in February 2012, the list of citizens eligible for the free land acquisition included 1158 Kazan families. Today, this figure has grown to 12944 families. Over 7 years, their number has grown by 11 times”, said R. Galyautdinov.
One of the main problems in implementing the program is the lack of land, he said. “For today, the law obliges us to provide land to another 7039 large families. 833 hectares of free land is needed for this purpose”, explained the speaker. R. Galyautdinov also added that the issue of land allotment to citizens with 3 or more children is solved through constant work with federal and regional authorities, as well as with commercial organizations.
As representatives of the asset of large families noted at the meeting, one of the problematic issues is not only the lack of land, but also the lack of infrastructure on them. In particular, the provision of transport, utilities, social infrastructure.
Rustem Gafarov, the first deputy head of the Executive Committee, proposed to solve this problem in a comprehensive manner with the participation of representatives of the Ministry of Transport and Roads of the RT.
The lack of schools, kindergartens, hospitals, gas supply, electrification, water supply and other infrastructure in the settlements were among the problems voiced at the meeting.
“We cannot build a school or kindergarten that will not be full. We need an understanding of how many people will move to the allocated areas for permanent residence. The entire infrastructure will appear only after people live there”, explained R. Shafigullin.
At the end of the meeting, it was decided to create a working group that would deal with the solution of the problems of the allocated plots in detail. “The group would include representatives of large families. We could solve all problems in a constructive dialogue”, marked R. Gafarov. It is planned that meetings of the members of the working group will be held monthly.
