The joint meeting of the Coordination Council on interethnic and interfaith relations in Kazan, the working group on crime prevention among foreign citizens perpetrated in the Kazan Municipality, and the municipal commission on the implementation of legislation on the languages of the RT in Kazan were held today at the Kazan Executive Committee.
Evgeny Varakin, the head of the Staff of the Executive Committee, chaired the meeting. Danil Mustafin, the head of the National Policy Department of the Tatarstan Presidential Administration, Ilnur Shakirov, the head of the Department for Language Development and Interaction with Public Organizations, representatives of the Kazan Diocese, The Muslim Religious Board of the RT, heads of departments of the Executive Committee, and others attended the meeting.
Opening the meeting, Evgeny Varakin reminded that from 22 to 27 of August, Kazan will take another international event: the World Championship in professional skills WorldSkills Kazan 2019. “At this time, a large number of guests are expected in our city not only from Russia, but also from other countries”, noted E.Varakin. “Multinationality is one of the features of the capital of the republic, which it can once again demonstrate to the guests”.
The meeting began with a speech by Farida Gilemkhanova, the deputy head of the Civil Registry Office of Kazan. She spoke about inter-ethnic marriages in Kazan. According to her, about 30% of marriages that are registered annually in the city are mixed. “Modern statistics show that inter-ethnic marriages in Russia become the rule instead of exclusion”, noted F. Gilemkhanova.
For Kazan, interethnic marriages between the main ethnic groups living in the republic (Tatars and Russians) are most characteristic. Also, marriages with representatives of the countries of near and far abroad have become topical in recent years.
“The peak of marriages with foreigners in Kazan was in 2007, and this trend persists”, said the speaker. “Every year, we register about 500-700 marriages with foreigners”.
Loyalty to mixed marriages prevails among young people; spouse’s nationality does not matter for most.
Inter-ethnic marriages contribute to the strengthening of relations between nations and the establishment of social cooperation, said F. Gilemkhanova. “The interethnic marriage unions is only a personal decision and the desire of people”, she said.
Timur Makhmutov, the head of the Department for the Kazan area of the Center for Combating Extremism at the Ministry of Internal Affairs of the RT, reported on the situation in the sphere of interethnic and interfaith relations in the city in the first half of 2019. He noted that according to the analysis of the operational situation in the RT and Kazan, interethnic and interfaith relations are stable today, in general, and conflict situations have not been fixed.
Migration policy is monitored on an ongoing basis in the capital of Tatarstan and the degree of influence of migrants on the operational environment is assessed. “According to the results of the monitoring, it was established that migrants do not have any serious influence on ordinary crime and criminogenic conditions”, noted T. Makhmutov. “For 5 months of 2019, foreign citizens committed 32% fewer crimes than during the same period last year”.
The Interior Ministry officials regularly conduct raids on the places of residence and work of migrants, he added. Thus, 18 interdepartmental raids were conducted since January 1 of the current year.
“You are doing a tremendous job, and we see it”, said E. Varakin. “Fortunately, serious cases were not allowed on the territory of Kazan. We hope for your professionalism in the future. I am sure that you will keep the situation under control”.
The inspection on the compliance of signs texts in Tatar and Russian with the rules of spelling and punctuation are carried out regularly in the republic and its capital. This work was entrusted to Ibrahimov Institute of Language, Literature and Art of the Academy of Sciences of the RT. “The work in this area is carried out within the framework of the state program for the preservation and study of the state languages of the RT and other languages of the RT for 2014-2021”, said Oleg Khisamov, the deputy director for Scientific Work of the Institute. “According to it, the processing of 750 texts of official visual information is scheduled per year”.
Only from October 1 to December 22, 2017, the state and municipal institutions of the republic received 1907 applications for consideration, which included 2999 sign texts. And from January 1 to December 28 of last year, 52 applications for inspection of 566 signs were received from state and municipal institutions of the RT and other organizations.
“I thank the whole team of the Institute for the support in the design of visual information of our city in the state languages of the republic”, said E. Varakin. “I would like to emphasize the topic of state languages. It is necessary to pay special attention to signs on the facades of buildings, street signs. They must be installed in two state languages. By the 100th anniversary of the TASSR, all signs must be brought into line with the legislation on the state languages of the RT”.
The ongoing work on bringing the external information in compliance with the legislation continues on the territory of the Vakhitovsky and Privolzhsky districts. According to Ildar Samerkhanov, the acting deputy head of the districts’ administration, the head of the Department for Children and Youth, today this work has made it possible to install bilingual signs on 65 buildings on Bauman Street (100% of the houses).
E. Varakin urged to pay attention to other streets of Kazan. “It is clear that Bauman Street is a magnet for tourists, but it’s not the only one”, he marked.
Cultural institutions influence the preservation and development of state languages, noted Aliya Zagidullina, the deputy head of Administration of Kirovsky and Moskovsky districts. She said that today regular concerts and literary quizzes on the Tatar and Russian languages, literary and musical evenings, and acquaintances with the works of Russian and Tatar writers take place in the district institutions.
“We need to work further. There is still a lot of work to do”, said Danil Mustafin, the head of the Department for Implementing the National Policy of the Presidential Administration, at the end of the meeting. “Our common task is the preservation and development of interethnic peace and harmony.”
E. Varakin instructed to continue the work on the implementation of the legislation on the state languages of the republic and to make every effort to maintain and develop interethnic and interfaith relations.
