During the repair work in the houses of the Sovetsky district, lighting in public places is transferred to 12 V, LED lights and timers are installed in basements, and walls are also insulated to protect fr om freezing. Alexander Polivin, the director of the management company “Raizhilupravlenie of Sovetsky district”, told Ilsur Metshin, the Mayor of Kazan, about how a competent overhaul leads to savings of the population in the report on the main results of the work.
The management company currently covers 97 houses, wh ere 39 thousand people live. Alexander Polivin said that from 2015 to 2017, the MC carried out capital repairs for the amount of 242.05 million rubles, of which 125.21 million was the money of the population, the remaining funds were co-financed from the budget.
90 elevators were replaced in multi-apartment buildings as part of the overhaul. This year another 15 will be added. According to the program of major repairs, the power supply system in three houses was replaced, said the speaker. At the same time, the company tries to stimulate energy saving. For example, lighting in common areas is now translated to 12 volts. The success of this practice already confirms the reduction of expenses for the maintenance of common property. In addition, LED lighting fixtures, timers in basement lighting schemes are installed in the entrances.
This year, all these energy-saving measures will be carried out in three houses of the Sovetsky district. In just 2 years, 94 entrances were repaired, 34 more entrances will be repaired this year. “We try to carry out the repair of the entrances in a complex way, like with the set of works during the overhaul”, said the speaker.
A. Polivin told that the significant problem for inhabitants of houses served by the company became freezing of walls and disturbance of ventilation. The reasons for these problems were the design of houses for uneconomical consumption of thermal energy and plastic windows. The MC solved this issue by insulating the walls of apartment houses. For 12 years, 12000 square meters of housing has been insulated. As the speaker noted that the cost of heating the house decreased by about 14% due to this practice.
Thanks to the presidential program of improvement of households, asphalt coverings of driveways and sidewalks of territories have been repaired. All these courtyards have been fully landscaped. “We have arranged parking spaces, collection points for solid municipal waste”, said the speaker.
All houses are equipped with surveillance cameras to ensure the safety of living and the prevention of violations. The MC paid for installation. “The residents of the micro-district appreciated this program. Now common property and cars are under control. Many citizens want to equip houses with cameras in the entrances, install video intercoms”, said the speaker.
The employees of the management company learn about the needs of citizens not only from inquiries and appeals to “Open Kazan”. Regular meetings with the population are held, and the head of the company regularly reports on the results of work to the residents.
The Mayor asked A. Polivin how the questions and wishes of the citizens changed over time. The head of the management company noted positive changes in people's attitude toward their homes and yards. The mood of people is strongly affected by the fact that some of the micro-districts of the Sovetsky district have changed beyond recognition for a few years. “I remember how these neighborhoods looked before, no benches, no children's playgrounds, nothing but houses. Of course, it is incomparable with what we have here today”, said I. Metshin.
The management company directs additional funds for the improvement and maintenance of yards, houses, and entrances. They are being made by placing equipment of mobile operators and advertising structures in residential buildings.
The MC covers underpayment for public services from these funds. Therefore, it is pleasing that the debt of the population decreases every year, said the speaker.
At the end of the report, A. Polivin noted that the MC regularly supports various mass events and participates in them. There are celebrations, honoring veterans, children's competitions on the territory of the company.
