Tatiana Prokofieva, the chief architect of the city, announced this at the Business Monday today. Ilsur Metshin, the Mayor of Kazan, instructed to make every effort to adopt the general plan of Kazan no later than mid-2019. </p> <p> </p> <p> Tatiana Prokofieva reminded that the draft general plan was discussed with the population of Kazan at a public hearing in June of this year. Then, more than 4 thousand people took part in the discussions. About 3.5 thousand written requests were received by the Department of Architecture and Urban Planning. “A lot of work was done on the received appeals. In general, today the draft general plan has been finalized following the results of public hearings”, said the chief architect. </p> <p> </p> <p> However, Kazan was one of the first in Russia to encounter the need to develop the materials of the draft general plan for the new federal rules, which came into force in August of this year. “Federal law has established new requirements for the development of general plans when identifying the placing of a settlement on the land of the forest fund. The difficulty lies in the fact that the borders of the forest fund are not indicated in open sources, including cadastral information about them, the position of the federal agencies at the request of the general plan has not been fully formed. We received information from the Rosselkhoz on the borders of the forest fund in September. In this regard, at present we are actively finalizing the draft general plan for the new requirements of the federal agency, taking into account the exclusion of forest fund lands from the borders of the settlement of Kazan”, marked T. Federal legislation forges ahead, this is a permanent process. We are obliged to take into account all the innovations and take the main document of the city in accordance with all regulatory acts of federal departments.
