(KZN.RU, January 24). The fare in urban public transport in Kazan changes in accordance with the resolution of the State Committee of the RT on tariffs №7-12/t dated December 29, 2018. Fr om February 3, 2019, the fare will be 27 rubles in cash and 25 rubles by electronic ticket.
The State Committee for Tariffs also approved the cost of a ticket for 100 trips in the amount of 1800 rubles. (the cost of one trip will be 18 rubles for a passenger).
The justification for changing the fare was studied by the State Committee on Tariffs of the RT, the Ministry of Justice of the RT, and the Prosecutor’s Office of the RT.
Kazan motor transport enterprises addressed the State Committee on Tariffs with the need to change the fare. In their appeal, they gave the following reasons. Over the three years, the overall inflation rate in the economy was 11.4% since the last tariff increase in April 2016. Prices for fuels increased significantly – 27%. High rates of growth in prices for spare parts were noted – up to 80%, electricity tariffs (27%) and communal bills (10%). The increase in fare by 2 rubles will amount only 8%.
In addition, changes in federal legislation will entail additional costs for carriers. From July 1, 2019, according to the order of the Ministry of Transport of the Russian Federation, all rolling stock must be equipped with tachographs. This device controls the driver's rest time, which eliminates excessive working hours, thus reducing the risk of accidents. In addition, the tachograph controls the movement of the bus and records the deviation from the route, which will also increase traffic safety.
In addition, the Federal Law №54-FZ of May 22, 2003, obliges conductors to have cash registers from July 1, 2019.
According to federal law, it is necessary to bring the number of drivers and conductors to the standard. However, due to the low salaries, the Kazan motor transport enterprises are experiencing a shortage of drivers. Today they lack 218 people. In this regard, the processing time for one driver of public transport on average is about 40% of the standard. To bring the number to the standard indicators, it is necessary to additionally take about 800 drivers and 1605 conductors.
In accordance with the order of the Ministry of Transport of the Russian Federation, the average salary with a normal balance of working time should be 69.3 thousand rubles. The average salary of drivers of motor transport enterprises over the past year (including 40% overtime work) was 51.6 thousand rubles.
There are separate tariff plans for electronic travel tickets for passengers, who often use public transport. They have no lim it on the number of trips (“for all types of transport”, “for all bus routes”, “for all types of ground electric transport”, “one type of ground electric transport”, etc.). These tariff plans for electronic tickets are set by the board of directors of carriers with a share of benefits depending on their financial capabilities. The last time the cost of electronic tickets was set in 2015 and will change for the first time in 4 years.
