R. Minnikhanov about preparation for the heating season: “The main task is that all facilities be ready by September 15”

The results of the past heating period and plans for the upcoming one were discussed at the meeting.

(KZN.RU, May 31). Rustam Minnikhanov, the President of the RT, instructed to pay special attention to the preparations for the new heating season. The head of the republic noted that close attention should be paid to security issues, including preparation for the heating season of industrial facilities. The results of the work of the fuel and energy complex organizations and housing and communal services during the heating period of 2018/2019 have been discussed today at a meeting of the Cabinet of Ministers of the RT.

Opening the meeting, Alexey Pesoshin, the Prime Minister of the RT, said: “The passage of the autumn-winter period in normal operation in recent years shows that the leaders of both municipal districts, enterprises, and organizations take responsibility for the preparation of thermal power plants, boilers, and the entire housing and communal sector complex”. According to the Prime Minister of the RT, thanks to the coordinated work, the preparation for the autumn-winter period of 2018/2019 has been completed on time.

Alexey Pesoshin also demanded that the heads of municipalities take maximum efforts to eliminate the flaws of the past heating season and timely receive passports of readiness for the new one. The fuel and energy and housing and communal complexes ensured the stable operation of life support systems.

Irek Faizullin, the minister of Construction, Architecture and Housing and Communal Services of the RT, made a keynote address at the meeting. He reported in detail about the heating period of 2018/2019 and the tasks that need to be addressed in preparation for the heating period of 2019/2020.

In general, municipalities promptly launched heat at housing and social facilities. According to the municipal districts, the heat was launched in 16522 apartment buildings (100%), at 7913 socio-cultural facilities (100%) from the beginning of the heating period from September 21 to October 5, 2018.

The Minister noted that the heating period passed without major accidents. However, there were temporary outages, but residents always had the heating.

Irek Faizullin reported that there are 13697 gasified multi-apartment residential buildings in the republic, which is 80.3% of the total number located in the RT.

Boris Petrov, the head of the Privolzhsky department of the Federal Service for Environmental, Technological and Nuclear Supervision, Rausil Khaziev, the general director of the OAO “Tatenergo”, Ilshat Fardiev, the general director of the OAO “Setevaya Kompaniya”, Denis Kalinkin, the head of the Kazan Executive Committee, Sergey Krainov, the head of the State Housing Inspectorate Of the RT, also spoke at the meeting reports the press service of the President of the RT.

Rustam Minnikhanov, the President of the RT, ordered to pay special attention to the preparations for the new heating season. “The state of the energy sector, the housing stock, the gas supply systems, the work of all these services must comply with the standards”, said Rustam Minnikhanov. “Look at how many cases of carbon monoxide poisoning have occurred! We must give a serious assessment, indicate where we have weaknesses”.

Summing up today's meeting, Rustam Minnikhanov said that all the proposals should be worked out. According to him, the main task is to have readiness passports for all objects by September 15. “We need to carefully consider all available training programs for the heating season”, he said.
