Residents often complain about sidewalks and driveways that are not cleaned from snow, as well as bus stops and stairs, pedestrian crossings, ramps for disabled people. Rustem Gafarov, head of the Executive Committee of Kazan, instructed the property management companies to clean all yards and driveways within a week and threatened to take serious measures against contractors servicing the road network.
“We get feedback from residents and it seems that the property management companies have never been in some yards over the winter. No need to test our patience, let's start working”, - Rustem Gafarov said and instructed the heads of districts to monitor the situation daily and conduct regular detours.
He also noted that property management companies should work closely with residents and promptly respond to all complains. “Snow removal from the yard is included in utility bills, so the residents make decision by themselves. Property management companies, in turn, should organize meetings and if residents decide to remove snow, then companies should remove snow as quickly as possible,”- Rustem Gafarov stressed. In addition, property management companies should inform residents so that cars parked in the yards do not block the work of special vehicles.
The lack of road workers also hampers the work on cleaning the streets. According to Rustem Gafarov, drivers of snow removal vehicles work in the first shift, and in case of heavy snowfall this is not enough. “Only in January, Kazan had a two-month rainfall, with a norm of 33 mm of precipitation, 61 mm of precipitation has already fallen today,”- he said.
For reference, the entire rolling stock of municipal enterprises is equipped with trackers that allow you to control the routes of snow removal vehicles. “Currently, the linking to the system of subcontracting organizations and property management companies is being completed. We understand which companies are working, and which ones are failing. If the situation does not change, we will take serious measures with the general contractors”, - Rustem Gafarov stressed.
According to Nail Mingaleev, head of the Department of Administrative and Technical Inspection, almost 2 thousand sites have been inspected in the city since January. 28 protocols have already been filed in relation to property management companies, 14 protocols have been recorded to municipal road enterprises. In addition, an increase in violations is recorded compared to last year.
Besides, in 2020, 190 protocols were filed for 141 property management companies for poor-quality cleaning of yards and roofs of houses. Another 23 commercial and industrial enterprises have been fined for the storage of snow during the cleaning of their territories. “The managers of all trade companies should ensure the proper condition of the adjacent territory, entrances, ramps. It is important to prevent snow and ice collecting”, - Nail Minvaleev reminded.
