The Mayor of Kazan held a meeting at the Tatarstan National Library to discuss the results of the work of the project office and plans for the next year.
Next year, it is planned to digitize all municipal services in Kazan and reduce their service period, as well as to create a 3D model of the city and integrate related systems into one. This was announced at a meeting on the project office at the National Library of Tatarstan. The Mayor of Kazan Ilsur Metshin headed the meeting.
Radik Shafigullin, Deputy Head of the Executive Committee of the city, reported that 66 municipal services out of 98 are available online in Kazan today, and 46 more services have been optimized. At the same time, new services are immediately transferred into online format, R. Shafigullin emphasized.
The online format allows residents to receive services without visiting facilities. Since the beginning of the year, citizens have submitted over 186 thousand applications, 77% of which online. At the same time, the service period has also been reduced – a number of applications are considered in less than 14 days, and for some services the period has been reduced by 10 times.
Renat Galyautdinov told about the results of digitalization in the Committee of Land and Property Relations. He said that now eight services are implemented in digital format. 658 municipal institutions and 12 municipal unitary enterprises are connected to this system. “This has reduced the period for signing documents from 30 to 5 days, paper and storage space for archival documents are saved,”- R. Galyautdinov said.
Among the upcoming innovations in 2023, the Chairman of the Land and Property Committee announced the holding of online auctions for land plots from March 1. In addition, it is planned to transfer the procedure for signing contracts with individuals to an online format.
Dmitry Kremlyov, Head of the Department of Information Technologies and Communications, reported on the functioning of the geo-information system of the capital of Tatarstan. There are over 9 million facilities in it. Interest in the system and data is growing: not only the Executive Committee institutions are connected to it, but also third-party organizations, for example, Russian State Register and Russian Agency for Health and Consumer Rights offices in the republic of Tatarstan, Ministry of Construction, Architecture and Housing, as well as the Committee for the Protection of Cultural Heritage Objects. Departments coordinate schemes of advertising structures by using the system, thanks to which the period was reduced from 30 to 3 days.
The “City Analytics” service was developed based on the geo-information system of Kazan. It contains information on 10 modules, including data on housing and utilities services, motorization, the number of residents and the concentration of road works. All information in the system is visualized. “It is necessary to install such maps on the desktops of the heads of district administrations every day,” I. Metshin noted. As R. Shafigullin explained, all departments of the Executive Committee can connect to the service to use such data.
Yuri Sinnikov, Director of the Accounting Service Center of Kazan Municipal Institutions, told about the Digital Accounting project. He reminded that 35 educational institutions and 7 cultural institutions were transferred to the new system this year.
“2022 was declared the Year of Digitalization by the President of the republic. The issues we discussed today and the tasks we set show the relevance of our work. We see that a lot has been done, but there is still a lot of work,”- I. Metshin said in conclusion and suggested continuing the discussion of digital projects within the project office.
