The Mayor of Kazan got acquainted with a master plan for the development of the Old Tatar settlement

The developers focused on the Kaban embankment as the Central venue of the territory.

The master plan for the development of the Old Tatar settlement was presented to the Mayor of Kazan Ilsur Metshin at the Executive Committee of the city. The project was developed under the guidance of an expert of the International Council for the preservation of monuments, the founder of the Rozhdestvenka architectural bureau, the head of the “Re-school”, an expert of ICOMOS, Narine Tyutcheva. The developers set a goal to preserve the historical and cultural values of this territory and create conditions for its harmonious development.

Work on the concept began in the summer during a workshop with students-future architects and urban planners – from Moscow, St. Petersburg, Yekaterinburg, Ufa and Kazan, as well as experts. During the workshop, participants relied on the Concept of sustainable development of the historical settlement of Kazan adopted this year. The project was finalized taking into account the comments of the relevant institutions of the city and the republic.

“The city should develop without losing its uniqueness, as well as an important historical and cultural component. The master plan being developed is not only architectural and planning, but also management features”, - Narine Tyutcheva said.

The developers of the master plan studied the Central venue of the Old Tatar settlement-the embankment of the Kaban Lake, analyzed the urban planning documentation on the adjacent territory, its semantic and historical content. Despite the fact that the embankment is considered as a single site for residents, in fact, its development was not so consistent, the speaker noted. Therefore, the master plan takes into account the historical structure and morphology of different areas.

Narine Tyutcheva said that the developers of the master plan had a task to study the territory, its challenges and find solutions, preserving cultural and historical features. Among the main problems, the expert named the presence of unused facilities.

The developers of the master plan worked with the side view of the Kaban embankment, the roadway, pedestrian connections, and the interaction of the embankment with the coastline and buildings. In addition, proposals were made to improve the road network, including the restoration of a number of lost cross streets to connect with Tukay street. According to the developers, the pedestrian connection with Vakhitov square and Middle Kaban Lake will allow further development of the recreational area.

There are no easy parts on the entire territory of the Old Tatar settlement, though according to Narine Tyutcheva, there are four spaces that directly affect the development of the Kaban Lake embankment. This is Vakhitov square, the territory of the former Petzold brewery, the building of the Tatstroy Company, as well as the historical development of the Old Tatar settlement at the corner of Marjani and Akhtyamov streets.

Aide to Tatarstan President Natalia Fishman-Bekmambetova noted that currently it is necessary to discuss and plan the work, think about what regulatory documents for various aspects of the new master plan for the development of the Old Tatar settlement. Subsequently, the document will be presented to Tatarstan President Rustam Minnikhanov.

The Mayor of Kazan instructed to work out the concept in more detail together with the chief architect of the city Ilsiyar Tukhvatullina and the chief architect of the project for the development of the Kazan River port Tatyana Prokofieva.

After the meeting, the participants together with the head of the city visited the buildings of the former Petzold brewery and Pletnev baths. Here, together with the owners of the buildings, they discussed options for transforming the territories and preserving their historical features.
