The Mayor of Kazan gets acquainted with the concept of aa boulevard on Serova Street

The new public space will be accessible to people with disabilities.

Ilsur Metshin, the Mayor of Kazan, held a meeting at the Executive Committee of the city on the concept of a boulevard on Serova Street, which will run from the Yardem Mosque to Voskhod Street. This year it is planned to improve the first stage of public space with an area of 1.33 hectares. According to the project, it will comprise trail, sensory architectural forms and other elements, so the public space will be comfortable for people with disabilities.

This year, construction of the first stage of the boulevard from the Yardem Mosque to the wetlands will begin. Spontaneous parking will be eliminated here, engineering networks and road surface asphalt will be laid. At the same time, storm sewer networks will be laid.

According to the concept, the activities area will become the center stage of this part of the boulevard, and a multifunctional center with a canopy for events will be located not far from it. A recreation area with tables and hammocks will be equipped for visitors to the public space. There will also be a sports and children's playground, as well as a parking area. Visitors will have an opportunity to walk along the boulevard on a specially designed route. It is proposed to made paths on the boulevard with paving stones and wooden flooring.

Special attention is paid to creating a comfortable environment for people with disabilities. The designers propose to install tables with a canopy, accessible to people with limited mobility, to organize a rehabilitation zone with a tactile footpath and aromatherapy, while the tactile tile will have side yellow elements. Braille will be used on information stands.

The new public space will continue the territory of the Yardem Mosque, where the city's first specialized sports complex for children and adults with disabilities is located. It opened in August 2022. Up to five hundred people, including paralympians in 15 sports, can train daily in a two-storey building with an area of 1,200 sq.m. An open area for summer training in boccia, one of the Paralympic sports, which is actively developing, will open here at the request of athletes.

The discussion of the concept of the new boulevard was attended by Igor Salakhutdinov, Chair of the Committee of Land Improvement of the city, Sergey Mironov, Head of the administration of the Kirovsky and Moskovsky districts, Nailya Zinnatullina, Director of the Institute for Urban Development, Tatiana Prokofieva, First Deputy Director – Chief Urban Planner of the Kazan Development Institute, Ilsiyar Tukhvatullina, Chief Architect of the city, Irina Smirnova, Head of the Social Policy Department, Director of ANO “Good Kazan” Tatiana Merzlyakova.

Following the meeting, it was decided to finalize the presented concept, in particular, to revise the location of zones and elements. The final project for the construction of the boulevard will be presented to the Mayor of Kazan.

For reference, this year it is planned to improve six public spaces in the capital of the republic of Tatarstan. Work will continue in the Fisherman's garden, on Yunusovskaya Square, on the territory of the Bolshoe Goluboe Lake, on the right bank of the Noksa River, and in the Gorky Park.
