With current funding, it would take 22 years to upgrade all kindergartens and schools in need of repair in Kazan.
(KZN.RU, March 18, Ksenia Shvetsova). This year it is planned to overhaul 16 kindergartens and the boarding school №2 in Kazan. At the same time, a large number of educational institutions still need capital repairs, which will take 22 years to update. Ilsur Metshin, the Mayor of Kazan, ordered to look for additional sources of funding and keep up the pace of work today at the Business Monday.
In total, 164 schools operate in Kazan. 135 schools older than 1981 have been repaired for 7 years of the educational institutions' overhaul program. There are 302 kindergartens in Kazan, of which 33 were repaired in 4 years. Dmitry Anisimov, the chairman of the Housing and Communal Services Committee, said this in a report and added that 19 kindergartens and 3 schools were repaired only last year.
At the same time, according to the calculations of the Department of Education, 201 kindergartens and 23 schools over 30 years old need an overhaul in Kazan, including institutions that will reach 30 years of age over the next 5 years of the overhaul program. It is planned to allocate 650 million rubles for these purposes annually. This amount of financing allows repairing only 6 schools and 11 kindergartens annually. “With such a pace, it will take another 22 years to complete the program”, said the speaker.
This year the main vector of the program will be aimed at updating the kindergartens. This year, the design and estimate documentation includes all types of work that need to be carried out in pre-school educational institutions. It is planned to perform 15 types of construction and installation works. This is repair of the roof, facade, entrance, sanitary facilities, engineering networks, pavilion, window and internal doors replacement, installation of underfloor heating, repair of fencing, asphalt covering, repair of the catering department, as well as the supply of furniture, equipment, and inventory.
Part of the work will be financed by additional funds from the municipality budget. “Thanks to the President of our republic, who drew attention to our concern and supported. This will allow us to fully carry out all the necessary activities in institutions, to improve the work quality and to meet the deadlines for their implementation”, said D. Anisimov. He added that all the kindergartens included in the overhaul program are in poor condition. They have regulations of supervisory authorities, including those relating to safety, and require a complex overhaul.
“The program of capital repairs of social facilities is not just the wealth of our republic. It is even hard to imagine: 135 schools, 143 buildings are repaired in our city thanks to Rustam Minnikhanov, the President of the Republic, for which we are very grateful”, said Ilsur Metshin, the Mayor of Kazan. “But the amount of undone is still greater. Already 23 schools have reached the age of 30, more than 200 kindergartens. With the current funding, their renewal will take 22 years, but other was of work need to be found”.
“There is a lot of work, but this is non-repair that continued for decades. Today we have social institutions, kindergartens that have not seen a major overhaul for 50, 60 years. Thank God that we have a program that helps to find solutions on these issues”, said the head of the city. He instructed the Housing and Communal Services Committee to work more closely on this issue with the supervising ministries and departments without slowing down the work pace.
