Bidding for the right to place non-stationary shopping facilities in city parks and squares begins on March 11.
(KZN.RU, February 28, Alina Berezhnaya). The auction for the purchase of the right to place a non-stationary commercial facility in the parks and squares of Kazan in the summer starts on March 11. Marat Zakirov, the head of the Directorate of Parks and Squares of Kazan, announced this today at a meeting with businessmen in the Executive Committee of the city.
He noted that 20 parks participate in the program in this summer season. 53 non-stationary trading objects are planned to be located on their territory. There are not only non-stationary trade objects stands, but also mobile objects, for example, carts for selling ice cream and cotton candy. “Parks should not turn into malls. We cannot place 3 mobile objects in a row in one park. Therefore shopping facilities should only complement the infrastructure of parks, providing the necessary service for citizens”, explained M. Zakirov.
The auction site will be sale.zakazrf.ru, and the results of the auction will be known after 20 days. Only legal entities or individual entrepreneurs can participate in the auction. Businessmen were interested in the issue of the lot prices this year. Marat Zakirov noted that last year, some lots in the auction process grew 25 times. For example, the price for an outlet with ice cream was over 100 thousand per month. “The price for similar positions will not be equal to last year’s one,” noted M. Zakirov. He added that the initial price of each lot is determined by the market valuation, and not the cadastral value of the land plot.
Thus, the price of the lot will be affected by such criteria as the location of the park, the location of a particular lot in the public space, the type of services provided or the trade organized.
Speaking about the criteria for placing non-stationary shopping facilities, M. Zakirov noted that the appearance of the object should be coordinated with the Department of Architecture and Urban Planning and fit into the concept of the park. The information on the outlet should be posted in two languages: Russian and Tatar. In addition, it is important that the objects were provided with various ways of payment.
One of the innovations of this year was the offering period of the outlet. According to M. Zakirov, now an entrepreneur buys a lot at auction for a period of two summer seasons. The exception will be the Gorky Park.
Entrepreneurs were interested in the issue of security of retail outlets. In particular, there was a question of the need to remove a mobile object fr om the park at night. M. Zakirov assured entrepreneurs that today parks have surveillance cameras, and police officers are on duty in some public spaces. “All parks are different. Today the police are on duty there, cameras are installed. We will provide maximum assistance, but not all parks today have a territory wh ere you can store your goods. You need to be prepared that the object will have to be exported. Each case should be considered separately”, said M. Zakirov.
The opening of the summer seasons in the parks of Kazan is scheduled for May 1. Almost all shopping facilities in the public spaces of the city will begin their work at this time.
